City of Pleasanton Legislative Platform 2016 000 State Legislative Priorities for 2016 Guiding Principle Action 1. Oppose any legislation that preempts local authority. Protect Local Control and Fiscal Sustainability 2. Oppose any new program mandates that are unfunded and/or partially funded. 1. Support efforts to increase funding for affordable housing Sustainable Development and homeless services. 1. Support efforts to secure funding for Route 84. 2. Support BART to ACE Sustainable Development, Pleasanton's Infrastructure and 3. Support efforts to secure additional financial assistance and new local financing tools to address critical Foster Economic Prosperity transportation needs as related to new infrastructure and maintenance of existing infrastructure(streets, bridges, active transportation and transit). 1. Support efforts to secure funding for regional recycled water project. 2. Support efforts to increase water sustainability and water Sustainable Development and reliability projects. Support efforts to secure funding to address water supply,sewer, storm water, flood control, development of new infrastructure and maintenance of existing infrastructure. Support an update to the local government tax structure to respond to the new economy and stimulate economic growth. Consistent with existing constitutional protections for property sales and local taxes,develop and enact reforms to the local Fiscal Sustainability and Foster government tax structure to respond to the growth in e- Economic Prosperity commerce, the shift from the consumption of goods to the consumption of services,changing patterns of commerce and innovations in technology,while preserving existing constitutional protections for programs, sales tax,and other taxes. 61 Page
