Mr. Thurman responded to questions from Council regarding the anticipated start of construction, <br /> expediting the BART service center, landscaping options, and water- and energy-saving measures. <br /> Mayor Thome closed the public hearing. <br /> Members of Council commented positively on the project including the BART service center, <br /> connectivity, new jobs, energy-saving measures and the collaboration of all parties involved. <br /> MOTION: It was m/s by Pentin/Narum to waive first reading and introduce Ordinance No. 2146 <br /> approving the application of Workday Inc. for Planned Unit Development Major Modifications to <br /> construct a six-story, approximately 410,000-square-foot office building, parking garage, and related <br /> site improvements at 6110 and 6120-6160 Stoneridge Mall Road. The proposed modifications would <br /> replace the previously-approved plans to construct a six-story, approximately 430,000-square-foot <br /> office building, two parking garages, and related site improvements. Motion passed by the following <br /> vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 16. Approve the plans and specifications and approve various construction agreements including <br /> those with Ghilotti Construction Company, Inc., Carlson Management, Inc., Kimley-Horn and <br /> Associates, Inc., and Geocon for the construction of Stanley Boulevard Reconstruction and <br /> Undergrounding Utility District, CIP No. 055022 <br /> Director of Engineering Steve Kirkpatrick provided the staff report including a summary of plans and <br /> specifications, a history of the project, funding sources and contract amounts for the construction <br /> agreements as listed in the item description, and recommendations. <br /> City Engineer Adam Nelkie provided a project overview and addressed parking, street trees, drought- <br /> tolerant landscaping, street lights, sewer main extension, storm drain lines, drainage inlets, utility <br /> undergrounding, joint trench in street and termination at homes, and the construction team. He <br /> provided information regarding what to expect during construction, a tentative schedule and public <br /> outreach. <br /> Discussion followed regarding engineering estimates, initial errors in the Kimley-Horn estimates and <br /> concerns regarding using Kimley-Horn for this project. It was noted that it makes sense to continue <br /> using Kimley-Horn because of the work they have already done on this project. <br /> Ensuing discussion pertained to differences in the way the City is dealing with sewer laterals in <br /> connection with this project and what occurred with the annexation of Happy Valley. It was noted that <br /> some properties will have incremental benefits in relation to others. The City will be extending the lines <br /> to the property lines and when property owners decide to connect to the sewer, they will pay <br /> connection, capacity and other related fees. <br /> Discussion followed regarding property owners who benefit from the improvements and charging a pro- <br /> rated fee for the laterals for those who decide later on to connect to the City's system. Staff will look <br /> further into the matter and return to Council with additional recommendations. <br /> Staff explained distinctions between rate payers and non-rate payers. <br /> City Council Minutes Page 5 of 7 May 17,2016 <br />
