Senior Planner Steve Otto provided details of the staff report and displayed a PowerPoint presentation <br /> addressing the project site, surrounding properties and uses, the previously-approved site plan, details <br /> of the modified project and key changes, the modified site plan, BART station access and public plaza, <br /> new office building, parking garage, results of a traffic study and mitigation measures, a summary of <br /> benefits and recommendations. <br /> Discussion followed regarding ensuring the availability of sufficient parking for employees and staff <br /> noted that the project is providing one space per three-hundred and four square feet for the entire <br /> project, which is only a little less than what the Code requires. It was noted that the majority of <br /> discussions in the Planning Commission hearing had to do with BART parking and BART continues to <br /> work with the mall to reach mutually agreeable solutions. <br /> Councilmember Brown referenced traffic impact fees and asked whether they cover the necessary <br /> costs to modify three intersections as proposed. <br /> Staff confirmed that it does and added that the traffic impact fee is being assessed at $6.40 per square <br /> foot and are sufficient to cover the intersection improvements. <br /> Councilmember Brown referenced the Fiscal Report in terms of costs and generation of tax revenue. <br /> Discussion continued regarding balances available after addressing costs, substantial impact fees and <br /> other contributions to be made by the developer. Staff explained that in certain Development <br /> Agreements, such as for this project, there is an agreement that, for example, in furnishing the building, <br /> purchases will take place and sales tax will be generated in the City of Pleasanton. <br /> Ensuing discussion pertained to the plaza area behind the BART station, measures to mitigate noise <br /> impacts, location of paillons, BART Plaza welcome sign options and the amount of expected vehicle <br /> traffic. City Traffic Engineer Michael Tassano added that expected daily trips are 3,840. <br /> In response to Councilmember Brown's inquiry as to whether December (Christmas) traffic was taken <br /> into consideration, Traffic Engineer Tassano responded that it was not considered within the traffic <br /> study but that high-traffic times during a normal Workday were considered. Additionally, he reported <br /> that assumptions have been made that some employees travel on BART (3% transit ridership). He <br /> noted, however, that in reality, as reported by Workday, around 20% of employees ride BART. <br /> In reply to Councilmember Narum's inquiry, Traffic Engineer Tassano compared trips in relation to <br /> Costco and the subject project. <br /> Staff noted that, in terms of building height, the subject project would include the tallest building in <br /> Pleasanton. Additionally, staff reported that the Fire Department reviewed the project and that <br /> emergency access and circulation has been addressed. <br /> Mayor Thorne opened the public hearing. <br /> Greg Thurman, Terrasett Management Group, on behalf of Workday, Inc., thanked staff and Council for <br /> considering the modified plans. He reported that his firm has been retained by Workday, as its <br /> development, project and construction manager. He addressed other key project team members in <br /> attendance at this time. Mr. Thurman provided background of the project and addressed working with <br /> other property owners in the design modification of the project, collaboration with BART, details of <br /> proposed modifications, and reductions in carbon and physical footprints. <br /> City Council Minutes Page 4 of 7 May 17, 2016 <br />
