Routine maintenance included clearing brush, eradicating dead or poorly performing <br /> trees and other plants, removing litter and efforts to control ground squirrels and <br /> gophers has been performed. Capital upgrades were made to the irrigation system with <br /> the installation of a solar-powered automatic controller, new remote-control valves, <br /> backflow protections, new sprinkler heads and new hose bibs. At the entrance of the <br /> cemetery, new plantings and a monument sign were installed along Sunol Boulevard. <br /> The IOOF arch was restored and new plantings were added in the flag circle area. New <br /> site furnishings were added including benches, trash receptacles and bollards. In 2008, <br /> an appropriation of $190,000 from the Capital Improvement Program Reserve (CIPR) <br /> was approved as a loan to the Cemetery Enterprise Fund for surveying and the pre- <br /> installation of cement vaults for the South Hill West expansion. The loan was <br /> reimbursed to the General Fund from revenues generated through the sales of <br /> cemetery plots. Burial plots in South Hill West were made available for sale to residents <br /> in 2010 and to the general public in April 2011. To date, fifty-nine (59) casket plots and <br /> ninety-four (94) cremation niches have been sold in South Hill West which is far below <br /> what was projected in 2008. <br /> In 2010, the City expanded CFCS' role to include sales and operations for the new <br /> burial plots. Under its current contract, CFCS has been the central point of contact for <br /> the public and responsible for all sales, accounting and record-keeping related to <br /> purchases and internments, and burial services at the Cemetery. General Maintenance <br /> of the site has been performed by a contractor overseen by the Parks Division. <br /> In 2013, the City Council's two-year work plan included development of the Pleasanton <br /> Pioneer Cemetery Master Plan. As an outcome, the City Council approved the <br /> formation of a seven member Ad Hoc Pioneer Cemetery Master Plan Oversight <br /> Committee, and in January 2014 approved an agreement with PGAdesign to develop <br /> the Master Plan. In October 2014 the Parks and Recreation Commission voted to <br /> recommend approval of the Pleasanton Pioneer Cemetery Master Plan to the City <br /> Council. On November 18, 2014, the City Council approved the Pleasanton Pioneer <br /> Cemetery Master Plan including an extensive Implementation Plan provided as <br /> Attachment 1 to this report. The City Council also authorized the allocation of $170,000 <br /> to conduct administrative and professional tasks (Priority 1 Tasks) as detailed in the <br /> Master Plan, and directed staff to consider funding options for immediate and secondary <br /> site related needs as detailed in the Master Plan as part of the FY 2015/2016 CIP <br /> budget. <br /> Priority 1 Tasks included the following items: <br /> • Review of the Cemetery Operator Contract (CFCS) <br /> • Grave Mapping <br /> • Acquisition of a sales, tracking and mapping software database <br /> • Upgrade of grave pinning system <br /> • Geotechnical testing <br /> • Review of soils and ground cover enhancements <br /> • Survey of environmental review requirements <br /> Page 3 of 10 <br />
