• <br /> RECOMMENDATION <br /> It is recommended that the City Council take the following actions: <br /> • Approve Amendment to Professional Services Contract for Burial Services to <br /> Catholic Funeral and Cemetery Services in the amount not to exceed $17,500 <br /> • Approve Professional Services Contract for Cemetery Management and Sales <br /> and Burial Coordination to Graham Hitch Mortuary not to exceed $48,000 <br /> • Allocate a $500,000 loan from the General Fund to be placed in a Pleasanton <br /> Pioneer Cemetery Masterplan Implementation Reserve Fund <br /> • Formally Designate the Park and Recreation Commission as the primary <br /> advisory body for the Pleasanton Pioneer Cemetery operations <br /> FINANCIAL STATEMENT <br /> Funds for the two service contracts have been allocated in the FY16/17 in the Cemetery <br /> Enterprise Fund — Operations budget#366900 totaling $83,000. <br /> Upon Council's approval, $500,000 will be borrowed from the General Fund and will be <br /> placed in a Pleasanton Pioneer Cemetery Masterplan Implementation Reserve Fund. <br /> Existing annual expenses and revenues are provided in greater detail in this report <br /> beginning on page 7. <br /> BACKGROUND <br /> The Pleasanton Pioneer Cemetery (formally Pleasanton Memorial Gardens Cemetery), <br /> located at 5780 Sunol Boulevard in Pleasanton, has been in existence since 1850 with <br /> many of the City's founding pioneers including John Kottinger and Joshua Neal and <br /> many Pleasanton military veterans buried there. The site is approximately 5.2 acres and <br /> is generally divided into two parts, the historic cemetery and the new section, South Hill <br /> West. <br /> In early 2007, the City approved the purchase of the Cemetery from the International <br /> Order of Odd Fellows (IOOF) and agreed to maintain it in a "Pioneer" (non-landscaped) <br /> standard. Under the conditions of the acquisition, plot sales were suspended pending <br /> further investigation and research of the property and existing records. At that time, <br /> safety and other necessary site improvements were implemented and an operational <br /> review of the Cemetery program was assigned to the Parks and Recreation <br /> Commission. The City began a contract with Catholic Funeral and Cemetery Services <br /> (CFCS) to provide cemetery database creation, map development, and burial services <br /> for persons with pre-paid plots within the Cemetery. <br /> Since acquisition of the Cemetery, the City Council has authorized general maintenance <br /> improvements, conducted an initial study surveying plot verification, and pre-installation <br /> of 202 casket vaults and 202 cremation niches in the newly formed South Hill West. <br /> Page 2 of 10 <br />
