TFIE CITY OF 19b <br /> CITY COUNCIL AGENDA REPORT <br /> pL'EASANTONe <br /> June 7, 2016 <br /> City Manager's Office <br /> TITLE: PLEASANTON PIONEER CEMETERY OPERATIONS AND MASTER PLAN <br /> IMPLEMENTATION UPDATE; APPROVAL OF AMMENDMENT TO <br /> PROFESSIONAL SERVICES CONTRACT FOR BURIAL SERVICES WITH <br /> CATHOLIC FUNERAL AND CEMETERY SERVICES; APPROVAL OF <br /> PROFESSIONAL SERVICES CONTRACT FOR CEMETERY <br /> MANAGEMENT AND SALES AND BURIAL COORDINATION WITH <br /> GRAHAM HITCH MORTUARY; AND ALLOCATION OF A $500,000 LOAN <br /> FROM THE GENERAL FUND TO THE CEMETERY MASTER PLAN <br /> IMPLEMENTATION RESERVE FUND; AND FORMALLY DESIGNATE THE <br /> PARK AND RECREATION COMMISSION AS THE PRIMARY ADVISORY <br /> BODY FOR THE PLEASANTON PIONEER CEMETERY <br /> SUMMARY <br /> The Pleasanton Pioneer Cemetery was acquired by the City of Pleasanton in 2007 and <br /> represents an important piece of Pleasanton history for the community. The City is <br /> committed to preserving this history and seeks to create a self-sustaining environment <br /> where creative alternatives for human burial can take place. <br /> The City has invested time and resources to repair and improve the site and in 2014 <br /> adopted a Master Plan and Implementation Plan to further guide these efforts. At the <br /> time of the plan's adoption, the City Council allocated $170,000 to conduct high priority <br /> administrative and professional tasks identified as "Priority 1" tasks. <br /> Since the Master Plan's adoption in November 2014, the City Council has approved the <br /> Veteran's Memorial Project to be sited at the Pleasanton Pioneer Cemetery and staff <br /> have been working to complete Priority 1 tasks and other additional tasks outlined in the <br /> Master Plan. Staff has developed several recommendations related to Cemetery <br /> Operations including the need for professional services for burials, cemetery <br /> management, sales, and burial coordination. Staff is also recommending the approval <br /> of a $500,000 loan from the City's General Fund to the Cemetery enterprise fund to <br /> allow completion of several Master Plan Implementation tasks. The loan would be <br /> repaid through future cemetery revenue. <br />
