BACKGROUND <br /> The City has an ongoing need for construction management, resident engineering and <br /> inspection services. The types of services needed may include, but are not limited to: <br /> construction management, resident engineering, inspection, construction contract review, <br /> constructability reviews, change order analysis, value engineering, construction <br /> estimates, utility and encroachment permit inspection and private development <br /> inspection. <br /> These services will provide support for various City CIP and private development related <br /> projects. Since this is a varied and ongoing need, the City has found the best mechanism <br /> to acquire these services is through the use of"on-call" contracts. <br /> To ensure these types of services are readily available when needed, staff advertised an <br /> RFQ package in February 2016. The RFQ described the type of work needed, indicated <br /> that the City would be seeking multiple firms to perform the work, and indicated the <br /> intention to enter into a three-year "on-call" contract with work assigned if/when needed. <br /> DISCUSSION <br /> A total of 12 construction management and inspection firms submitted SOQs in response <br /> to the advertised RFQ. City engineering staff reviewed the SOQs and invited the six <br /> highest rated respondents for an interview. A panel of four City staff members familiar <br /> with project needs and types of services conducted interviews of the following six firms: <br /> 1. Carlson Management, Inc. <br /> 2. Swinerton Management and Consulting <br /> 3. Ghirardelli Associates, Inc. <br /> 4. S&C Engineers, Inc. <br /> 5. 4Leaf, Inc. <br /> 6. Consolidated CM, Inc. <br /> Staff also contacted the references provided by each of the six firms to obtain feedback <br /> on past contractual experiences. Based on ratings of the SOQs, interviews, and <br /> reference inquiries, staff recommends awarding contracts to three firms: Carlson <br /> Management, Inc., Ghirardelli Associates, Inc., and Swinerton Management and <br /> Consulting. Staff believes these three firms are the most qualified to provide the <br /> construction management, resident engineering and inspection services required for FY <br /> 2016-2017 through FY 2018-19. <br /> Funding for these contracts will be provided from CIP project budgets for each of the <br /> projects requiring these services. Funding for private development services will be <br /> provided by the associated developer/property owner. When a service is needed for a <br /> project, the selected firms will be requested to submit a detailed proposal, which defines <br /> the scope of work for the project and the fee required to complete the work. Staff will <br /> negotiate the final scope of work and fee. If successful, a task authorization will be issued <br /> to the consultant authorizing the work under the contract terms. <br /> Page 2 of 3 <br />
