The on-call construction management and inspection consultants will be providing <br /> construction support to the Engineering Department for implementing the CIP. These <br /> projects may include: water and sewer main replacement, City facility improvements, <br /> transportation improvement projects, annual pavement projects, bicycle and pedestrian <br /> projects, trail projects, intersection improvements, traffic signal projects, private <br /> development projects, encroachment permits and other as-needed projects. Typically, <br /> such service support costs range between $5,000 and $75,000 for each capital project, <br /> and are dependent on the duration and complexity of the project. <br /> Staff is recommending City Council authorize the Director of Engineering to approve task <br /> authorizations up to $75,000. The $75,000 threshold covers the anticipated cost of <br /> construction management and/or inspection for several of the City's annual projects <br /> identified in the CIP that have construction durations between 10 to 12 weeks. If a <br /> proposed fee exceeds $75,000, staff will bring the authorization decision to City Council. <br /> Approval of these contracts authorizes staff to spend up to the aggregate amount of the <br /> $750,000 between the three firms over a three year period, which will likely consist of 10- <br /> 15 separate project authorizations over the term of the contracts. However, the contracts <br /> do not guarantee any amount of work to any of the consultants, nor do they guarantee <br /> that$750,000 in services will be necessary over the term of the contract. <br /> The duration of the City's previous on-call contracts was three years. The contracts <br /> before City Council have the same three-year term, but they also allow for two, one year <br /> contract extensions if deemed appropriate by staff. This will provide the flexibility to adjust <br /> the durations based on the performances of the consultants and work demands. Note <br /> that the possible contract term extension do not adjust the not-to-exceed aggregate total <br /> contract amount. <br /> The proposed contracts with Carlson Management Inc., Ghirardelli Associates, Inc., and <br /> Swinerton Management and Consulting for construction management, resident <br /> engineering and inspection services are attached. <br /> Submitted by: A Fiscal Review: Approve y: <br /> Stephen 'atrick Tina Olson Nelson Fialho <br /> Director of Engineering Director of Finance City Manager <br /> Attachments: <br /> 1.
