BACKGROUND <br /> Bernal Avenue Improvements near the 1-680 interchange were divided into three phases. <br /> Phase 1, the Bernal Avenue Interchange Traffic Signal Installation at the 1-680 <br /> southbound ramps project, was completed in 2008. <br /> Phase 2 consisted of two stages. Stage 1 was a modification of both signalized <br /> intersections at the Bernal Avenue and 1-680 interchange. Stage 1 was completed in May <br /> 2015. Stage 2, the installation of the landscape and gateway feature elements at the <br /> Bernal Avenue and 1-680 interchange, is currently under construction and is expected to <br /> be completed by early June 2016. <br /> Phase 3 is the final phase and includes resurfacing Bernal Avenue between Foothill Road <br /> and Valley Avenue to keep the street in a serviceable, safe and smooth riding condition <br /> for vehicular traffic. <br /> DISCUSSION <br /> This project will resurface approximately 255,000 square feet of existing roadway with a <br /> new layer of asphalt concrete. The roadway resurfacing also includes isolated full depth <br /> pavement repair, pavement milling, installation of traffic detector loops, striping, ADA <br /> compliant curb ramps, and adjusting existing appurtenances to grade. The existing <br /> bridge deck and expansion joints at Arroyo De Laguna will be re-sealed as part of this <br /> project. The intersection of Bernal Avenue and Valley Avenue will be re- <br /> profiled/reconstructed to improve the ride quality and drainage. These BernalNalley <br /> Avenue intersection improvements also include roadway milling and leveling, modification <br /> of an existing 550 linear feet of concrete median curb, and modification of an existing <br /> storm drain inlet. <br /> The major construction operations on Bernal Avenue between 1-680 and Valley Avenue <br /> will be performed within the restricted nighttime hours from 9:30pm to 6:00am Monday <br /> through Friday to minimize impacts to traffic and businesses. All roadway work on Bernal <br /> Avenue between Foothill Road and east of West Lagoon Road will be performed during <br /> daytime hours from 9:00am to 4:00pm Monday through Friday. No work will occur before <br /> the fair closes on July 5, 2016. <br /> Professional Services <br /> It is anticipated that contract inspection services will be necessary to accommodate <br /> multiple nighttime and daytime construction shifts, which the City inspection staff will be <br /> unable to cover along with the rest of their workload. A proposal from Ghirardelli <br /> Associates, Inc., one of the City's selected on-call construction management and <br /> inspection firms, was received to provide as-needed inspection services in the anticipated <br /> not-to-exceed amount of $35,000. The recommendation for the award of three on-call <br /> construction management and inspection agreements is included under a separate item <br /> on the June 7, 2016, City Council agenda. Staff will issue a task authorization letter to <br /> Ghirardelli Associates for the inspection work on the Bernal Avenue Resurfacing project <br /> upon the approval of their on-call contract. <br /> Budget <br /> The estimated total expenditure for this project is $996,325 including a 10% construction <br /> contingency ($85,648), video detection equipment ($18,839) and Inspection Services to <br /> Page 2 of 3 <br />
