be performed by Ghirardelli Associates ($35,000). A summary of the project budget is presented in the Attachment 3. Although the project was originally intended to use $950,000 of BIC funds, which are in a special Bemal Property Traffic Fees(Fund 168), Street Developer Funds(Fund 499)were inadvertently allocated to the budget by staff when the CIP was officially adopted by City Council. Therefore, staff is requesting authorization to change the funding source back to staffs original intention of using BIC funds. BIC funds are limited in their use to this area, while Street Developer Funds can be used to fund any traffic improvements that are identified in the General Plan. Bids Sealed bids for this project were opened on May 10, 2016. There were two bids received. The low bid amount of $856,483.05 was from Ghilotti Construction Company, Inc., and the bid of $933,415.61 was from G. Bortolotto & Company. The low bid amount is approximately 0.80% higher than the engineer's estimate of $849,345 (see Attachment 2). Past work performed by Ghilotti Construction Company, Inc. was verified to be satisfactory. Staff recommends award of the construction contract to the lowest responsible bidder, Ghilotti Construction, Inc.
