Police Service Center
Similar to the approved project, Workday would. construct, at its own expense, a small
addition and remodel the ground level of the BART parking garage to create a joint
BART and City of Pleasanton police service center. The space would serve as a
limited-use facility to support law enforcement operations and ancillary services for
public safety in the north end of Pleasanton. The applicant has collaborated with Police
Department staff to ensure the design reflects Police Department needs. The
Development Agreement requires that the police service center be constructed
concurrently with the rest of the Workday project.
PLANNING COMMISSION ACTION
The Planning Commission held a public hearing on April 13, 2016 to review the
proposed project. Detailed information on this meeting is provided in Attachment 3,
draft excerpts of the Planning Commission minutes. After receiving public testimony,
the Commission recommended approval of the applications on a 4-1 vote
(Commissioner Nagler dissenting) subject to staff's recommended conditions. The
dissenting Commissioner indicated that he was very supportive of the project, but
wanted to express concern that BART had not adequately addressed parking shortfalls
at its Pleasanton stations.
DISCUSSION
Staff supports the modified project and believes it improves on the previous project in
several ways through the incorporation of:
• An improved site plan, with an increased number of pedestrian and bicyclist
connections and less prominent vehicle parking underground and at the rear of
the site (instead of a parking garage fronting Stoneridge Mall Road);
• A more iconic office building design;
• Elimination of a parking garage and improved design of the remaining parking
garage;
• Additional green building/sustainability features (LEED Platinum is proposed);
and
• A new public plaza area as BART riders enter/exit Pleasanton.
The attached Planning Commission staff report presents a more thorough discussion of
the project, including considerations related to: General Plan conformity; zoning and
uses; site plan and office building; parking; circulation; transit, bike, and pedestrian
access; police service center; signage; green building, landscaping, open space, and
public plaza; and tree removal.
PUD FINDINGS
Please refer to the attached Planning Commission staff report (pages 13-16 of
Attachment 4), for a discussion of the considerations to be addressed in reviewing
and/or modifying a PUD development plan.
PUBLIC NOTICE
Notice regarding the proposed project and related City Council public hearing were
mailed to property owners and tenants within 1,000 feet of the subject property and was
Page 8 of 9
