Police Service Center <br /> Similar to the approved project, Workday would. construct, at its own expense, a small <br /> addition and remodel the ground level of the BART parking garage to create a joint <br /> BART and City of Pleasanton police service center. The space would serve as a <br /> limited-use facility to support law enforcement operations and ancillary services for <br /> public safety in the north end of Pleasanton. The applicant has collaborated with Police <br /> Department staff to ensure the design reflects Police Department needs. The <br /> Development Agreement requires that the police service center be constructed <br /> concurrently with the rest of the Workday project. <br /> PLANNING COMMISSION ACTION <br /> The Planning Commission held a public hearing on April 13, 2016 to review the <br /> proposed project. Detailed information on this meeting is provided in Attachment 3, <br /> draft excerpts of the Planning Commission minutes. After receiving public testimony, <br /> the Commission recommended approval of the applications on a 4-1 vote <br /> (Commissioner Nagler dissenting) subject to staff's recommended conditions. The <br /> dissenting Commissioner indicated that he was very supportive of the project, but <br /> wanted to express concern that BART had not adequately addressed parking shortfalls <br /> at its Pleasanton stations. <br /> DISCUSSION <br /> Staff supports the modified project and believes it improves on the previous project in <br /> several ways through the incorporation of: <br /> • An improved site plan, with an increased number of pedestrian and bicyclist <br /> connections and less prominent vehicle parking underground and at the rear of <br /> the site (instead of a parking garage fronting Stoneridge Mall Road); <br /> • A more iconic office building design; <br /> • Elimination of a parking garage and improved design of the remaining parking <br /> garage; <br /> • Additional green building/sustainability features (LEED Platinum is proposed); <br /> and <br /> • A new public plaza area as BART riders enter/exit Pleasanton. <br /> The attached Planning Commission staff report presents a more thorough discussion of <br /> the project, including considerations related to: General Plan conformity; zoning and <br /> uses; site plan and office building; parking; circulation; transit, bike, and pedestrian <br /> access; police service center; signage; green building, landscaping, open space, and <br /> public plaza; and tree removal. <br /> PUD FINDINGS <br /> Please refer to the attached Planning Commission staff report (pages 13-16 of <br /> Attachment 4), for a discussion of the considerations to be addressed in reviewing <br /> and/or modifying a PUD development plan. <br /> PUBLIC NOTICE <br /> Notice regarding the proposed project and related City Council public hearing were <br /> mailed to property owners and tenants within 1,000 feet of the subject property and was <br /> Page 8 of 9 <br />
