<br /> The project would be expected to generate revenues to cover its costs of service.
<br /> Increases in property tax would be used to provide services, such as police and fire
<br /> services, to the occupants of the dwelling units. The applicant will be required to pay
<br /> development impact fees (e.g., in-lieu park dedication fee, traffic fees, water/sewer
<br /> connection fees) that will be used to offset the cost of City facilities and infrastructure,
<br /> necessitated by development. Finally, the applicant would be required to pay the City's
<br /> low-income housing fees in the amount of $34,545 for the proposed project.
<br /> BACKGROUND
<br /> In December 2002, the City Council approved PUD-19, allowing the property located at
<br /> 1027 Rose Avenue to be subdivided into two residential lots. Parcel 1 (the project site)
<br /> contains the existing Nolan residence. Condition of Approval No. 3 for PUD-19 requires
<br /> that a new PUD development plan be approved should Parcel 1 be further subdivided
<br /> and that the development standards be determined at that time. The proposed
<br /> development plan for Parcel 1, submitted by Amanda Gagliardi on behalf of the property
<br /> owners, is the subject of this staff report.
<br /> SITE DESCRIPTION
<br /> The subject site is located northwest of the intersection of Rose Avenue and Fair Street
<br /> and is surrounded by single-family homes on the north, east, and west sides. The
<br /> Alameda County Fairgrounds are located to the south. Figure 1 shows the project site
<br /> location.
