addition, several of the contractors stated that they were having difficulties getting <br /> subcontractors interested in bidding the project. These contractors mentioned this project <br /> is a highly complex project that requires the coordination of several subcontractors, and <br /> also requires extensive coordination with private property owners to convert their utilities <br /> from overhead to underground. <br /> After reviewing the Engineer's Estimate for the project and having discussions with the <br /> potential bidders, staff believes the bid submitted by Ghilotti Construction Company is <br /> responsive and responsible. Staff believes that re-bidding the project immediately would <br /> not increase the number of bidders or appreciably reduce the cost of the project. To <br /> potentially see a reduction in the dollar amount bid the project could be delayed until the <br /> bidding climate changes, but there is no guarantee that would occur. On the other hand, <br /> this project has been delayed several times since 2005, the community has been <br /> promised that the project would start in 2016, and all the right-of-entry agreements are in <br /> place to enter private property to accomplish the work. For these reasons staff is <br /> recommending the project be awarded to Ghilotti Construction even though they were the <br /> only bidder and their bid was higher than the Engineer's Estimate. <br /> Finally, regarding the construction bid, Comcast requested that an additive bid item be <br /> included in the bid documents. Specifically they requested the contractor furnish <br /> Comcast conduits and splice boxes. Comcast reviewed the bid prices and informed the <br /> City that Comcast will provide Comcast splice boxes for the project and the contractor will <br /> provide the conduits. Staff therefore recommends accepting Bid Additive One for$16,648 <br /> for the contractor to provide the Comcast conduits as requested. This amount will be <br /> reimbursed by Comcast under the Rule 20A program. <br /> Staff recommends award of the contract to Ghilotti Construction Company, Inc., for the <br /> base bid and Bid Additive One, for the total amount of$7,256,150.75. <br /> Consultant Services <br /> Staff is recommending the use of consultant support services during construction to <br /> provide construction management, daily inspection, construction engineering support and <br /> material testing. Below are brief descriptions of the necessary services, the staff <br /> recommendation on who or what firm to hire to provide those services, and the not-to <br /> exceed estimated cost of each of the services: <br /> • A part time construction manager and full time inspector will be on-site working directly <br /> with the contractor and public throughout the construction. The team will be the first <br /> point of contact for the residents and businesses and will closely coordinate the <br /> improvements on the street and within the private property. Staff recommends <br /> Carlson Management, Inc. (CMI) to perform these services. CMI is one of the three <br /> Construction Management and Inspection on-call firms selected by the City through a <br /> recent Request for Qualifications process. CMI has demonstrated successful <br /> completion of similar roadway reconstruction and undergrounding projects. CMI has <br /> worked on several City projects and has exhibited a keen understanding of the City's <br /> emphasis on public outreach and coordination. CMI has proven to be trustworthy, <br /> detail oriented, very easy to work with, and skilled at interpreting plans and <br /> specifications. Staff is recommending that CMI be retained for the not-to-exceed <br /> Page 5 of 9 <br />
