contract amount of $454,982.80. The contract amount is based on providing a half <br /> time construction manager for the 205 working days allowed in the Ghilotti <br /> construction contract, and a full-time inspector for the same 205 working days. <br /> • The design engineer, Kimley-Horn and Associates, provided additional design <br /> services to re-design the project plans and specifications to incorporate PG&E gas <br /> distribution line relocation into the project, develop property entry agreement exhibits, <br /> and perform work associated with the extension of project limits. PG&E notified the <br /> City during the final plan reviews that a gas distribution line within the right of way <br /> needs to be relocated and placed in the joint trench. The additional design services <br /> associated with the gas relocation will be reimbursed under the Rule 20A program <br /> and are included in the estimated utility company reimbursement. Staff recommends <br /> authorizing the additional design services for a not-to-exceed amount of $160,200 <br /> included in Kimley-Horn and Associates contract amendment#2. <br /> • Design engineer consultant services will be necessary to respond to any issues with <br /> the design discovered during construction, and to review all requests for <br /> clarification/information submitted by the contractor to ensure conformance with the <br /> design intent. The design engineer will review all modifications to the plans as <br /> proposed by the contractor Ghilotti and the construction manager. The design <br /> engineer will also assist as requested by the City with change order review, utility <br /> reimbursement requests, construction meetings as necessary, and draft as-built <br /> record drawings, etc. Staff is recommending that Kimley-Horn and Associates be <br /> retained for these services during construction. The not to exceed contract amount <br /> for bid and construction support services is $198,300 included in Kimley-Horn and <br /> Associates contract amendment#2. <br /> • Material and geotechnical testing and observation during construction operations are <br /> also necessary to ensure proper backfilling and compaction of trenches, roadway <br /> subgrade, etc. By testing the compaction of the native backfill material and import <br /> materials, staff hopes to avoid any future settling and ensure conformance with the <br /> project plans and specifications. Staff is recommending the use of one of our on-call <br /> geotechnical consultants, ENGEO Incorporated, to provide the testing at an estimated <br /> cost of$64,700. <br /> Budget <br /> The existing CIP balance of$2,379,824 is composed of previous developer funds, street <br /> general funds, and Traffic Impact Fees (TIF) funding. The necessary $6,211,692 of <br /> additional funding required to complete the project as outlined in attachment 7 is <br /> composed of: <br /> Developer Funding <br /> • The conditions of approval for Tract 8159 (located at 4202 Stanley Blvd.) <br /> required the development to pay their pro-rata share of the cost of <br /> undergrounding of the utilities along the roadway frontage. $213,068 was <br /> collected May 22, 2014 and staff recommends the allocation of this amount to <br /> Stanley Boulevard Reconstruction and Undergrounding Utility District, CIP No. <br /> 055022. <br /> Page 6 of 9 <br />
