BACKGROUND <br /> The City acquired fee title to Owens Drive, Willow Road, and Gibraltar Drive when the <br /> City Council adopted Resolution 82-262 on July 27, 1982. The resolution provided for the <br /> acceptance of real property within Hacienda Business Park that included Owens Drive, <br /> Willow Road, and Gibraltar Drive offered in a dedication deed by The Prudential <br /> Insurance Company of America and Callahan-Pentz Properties. The dedication deed was <br /> recorded at the County of Alameda Clerk-Recorder's Office on August 13, 1982. <br /> Essex I — Owens Drive and Willow Road <br /> On May 1, 2012, the City Council adopted Ordinance No. 2035 approving PUD-85-08- <br /> 12D that provides for the construction of Essex I, a mixed-use high-density <br /> residential/commercial development consisting of 251 residential units, 4 live/work units <br /> and approximately 5,700 square feet of retail space at the property located at 4863 Willow <br /> Road (APN 941-2778-13, southeast corner of Owens Drive and Willow Road). <br /> PUD-85-08-12D Condition of Approval No. 72 provides that portions of existing street <br /> right of way and public service easements (PSE) along Owens Drive and Willow Road <br /> are to be vacated (abandoned) and new PSEs granted to the City. Additionally, PUD-85- <br /> 08-12D provides for a reduction of lanes and the addition of a bike lane along the project <br /> frontage on northbound Willow Road (COA No. 75). It also provides for a reduction of <br /> lanes, the addition of a bike lane, and street parking on eastbound Owens Drive (COA <br /> No. 82). The vacation of street right of way will provide adequate land for the construction <br /> of the bike lane and street parking on eastbound Owens Drive, and a bike lane and <br /> "bulb-out" on northbound Willow Road. <br /> Essex II — Gibraltar Drive <br /> On May 1, 2012, the City Council adopted Ordinance No. 2036 approving PUD-81-30- <br /> 86D that provides for the construction of Essex II, a mixed-use, high-density <br /> residential/commercial development consisting of 247 residential units, four live/work <br /> units, and a 0.55-acre public park located at 5789 Gibraltar Drive (APN 941-2778-11, <br /> northern corner of Gibraltar Drive and Hacienda Drive). <br /> PUD-81-30-86D Condition of Approval No. 57 provides that portions of existing street <br /> right of way and public service easement (PSE) along Gibraltar Drive are to be vacated <br /> (abandoned) and new PSE granted to the City. Additionally, PUD-81-30-86D Condition <br /> of Approval No. 75 provides for a reduction of the number of lanes and the addition of a <br /> bike lane and street parking along the project frontage on eastbound Gibraltar Drive. The <br /> vacation of street right of way will provide adequate land for the construction of a bike <br /> lane and street parking. <br /> DISCUSSION <br /> The approved PUD development plans for Essex I and Essex II provide for 23 and 27 <br /> offsite parking spaces, respectively. These offsite spaces are necessary to supplement <br /> each project's parking needs. The 23 parking spaces for Essex I will be constructed along <br /> the project's Owens Drive frontage; the 27 parking spaces for Essex II will be constructed <br /> along the project's Gibraltar Drive frontage. Additionally, the approved PUD plan for <br /> Essex I provides for a "bulb-out" at the southwest corner of Willow Road and Owens <br /> Drive, which fronts the project. The construction of this bulb-out requires additional land. <br /> Accordingly, portions of Owens Drive, Willow Road and Gibraltar Drive, owned in fee by <br /> Page 2of3 <br />
