Becky Hopkins, Assistant to the City Manager and Fran Reisner, Housing Specialist presented a <br /> staff report. A PowerPoint Presentation was displayed. Staff reviewed the historical actions that <br /> were conducted as part of this process including noticing, grant workshops, and the provision of <br /> funding applications. In February the grant applications were reviewed and scored. In March, the <br /> Commissioners heard proposals from each of the applicants and forwarded the recommendations <br /> to City Council. Once the Council makes their selection, the successful applicants will be <br /> forwarded to the County for funding. <br /> The funding sources were reviewed. HUD limits the amount that can be spent on public services. <br /> HUD allows a portion of the administrative costs to be covered. The City appropriates General <br /> Funds for programs and receives HOME money from Alameda County. The City appropriates <br /> lower income housing funds to supplement housing related projects. There are sufficient low <br /> income housing funds to fulfill current requests. The annual appropriation of Arts, Culture, and <br /> Youth Grants will also be reviewed tonight by Council. <br /> The applications received exceeded the total amount available in each of the categories (Housing <br /> & Human Services, Community, and Youth). The Commissions work hard in the deliberations <br /> process to recommend to the City Council programs that meet the Council's master plans. A chart <br /> showing the funding requests for Housing and Human Services grants was displayed. Staff is <br /> making an additional recommendation to provide supplemental funding to Abode Services. A <br /> chart showing the recommended funding by type for the Housing and Human Services grants was <br /> displayed. <br /> Funding recommendations for the Community grant were presented. All eleven projects were <br /> supported at varying levels for the total amount available. Staff is excited about the proposed <br /> program and services and several were highlighted including Axis Community Health (dental <br /> clinic), Open Heart Kitchen (congregate meals), Pleasanton Unified School District (foster youth <br /> college prep), Housing Rehabilitation program, and the Pleasanton Community Concert Band. <br /> Staff is recommending support for the resolution as proposed. <br /> Councilmember Brown thanked all the Commissions who participated and did the research and <br /> deliberation, as well as staff for all of their work. She is excited there is progress towards a dental <br /> clinic, which the community desperately needs. <br /> Mayor Thorne thanked the Commission and staff for all the work that was done. He wanted <br /> everyone to be aware that there are people in Washington, D.C. who want to take CDBG funds <br /> away from cities. <br /> Councilmember Narum thanked the Commissions who participated in the process and noted it is <br /> an arduous experience. The dental services are very much needed and she is happy about the <br /> foster youth program. <br /> Councilmember Olsen stated he would like to see increases in funding year in and year out if <br /> possible. <br /> MOTION: It was m/s by Brown/Narum to waived full reading and adopt Resolution No. 16-845 <br /> approving the allocations of federal and city funds relative to the Housing and Human Services <br /> Grant (HHSG) and Community Grant (CG) programs for fiscal year 2016-17 as recommended. <br /> Motion passed by the following vote: <br /> City Council Minutes Page 5 of 10 April 19,2016 <br />
