The plan will include the activities <br /> approved in Item 19A. <br /> MOTION: It was m/s by to Narum/Olsen to approve Annual Action Plan for the use of Federal <br /> Community Development Block Grant Funds and to submit the plan. Motion passed by the <br /> following vote: <br /> Ayes: Councilmembers Brown, Olson, Narum, Mayor Thorne <br /> Noes: Councilmember Pentin <br /> Absent: None <br /> 20. Public Hearing: PUD-115 Guy Houston - Consider a Planned Unit Development (PUD) <br /> Development Plan at 11249 Dublin Canyon Road, allowing for the retention of the existing single- <br /> family residence and development of two residential units and related site improvements; and two <br /> growth management allocations for the project <br /> Planning Manager Adam Weinstein presented a staff report. A PowerPoint Presentation was <br /> displayed. The project site was described with a vicinity map. The steep slopes and vegetation <br /> coverage provided challenges in developing the site. The project background was described <br /> including rezoning in 2006 and other projects previously proposed for the site. The General Plan <br /> designation and zoning was described which allows up to two dwelling units per acre. The project <br /> does not require a General Plan amendment or rezoning. It will retain the existing residence and <br /> construct two new homes. The proposed home sizes were displayed. A private street/driveway <br /> would be constructed and four existing trees would be removed and nineteen trees planted. The <br /> site plan was displayed along with the lot elevations. The Lot 1 building would be one story. <br /> The site landscaping was described. The green corridor along Dublin Canyon would be <br /> preserved. The Planning Commission supported the project and specified the meandering <br /> pathway to protect the character of the area and upsizing the trees along the street frontage to <br /> buffer views. Staff supports the project because of its consistency with the current land use <br /> requirements, the development standards are appropriate for the site, and the development limit <br /> protects the important landform along Dublin Canyon Road. <br /> Councilmember Brown inquired as to the parking for Lot 2. Staff explained the driveway ingress <br /> and egress and parking accommodations. <br /> Councilmember Brown inquired about the truncated driveway between Lot 2 and 3 where parking <br /> could be accommodated. Staff noted that vehicles could park there but it would be limited for <br /> circulation purposes. Lot 1 can also use that because it is common space. <br /> Councilmember Brown inquired about the storm water retention on the site. Staff stated that the <br /> open space will absorb much of the storm water. There are bio retention site proposed along <br /> Dublin Canyon Road and materials for the pathways also provide absorption. <br /> Councilmember Narum inquired about the designated open space on Lot 2 and how it is <br /> memorialized in the conditions of approval. Staff stated that it is memorialized in the Planned Unit <br /> Development and in Condition 11.
