to prepare for meet and confer sessions both prior to and following said sessions. The <br /> use of duty time for this purpose shall be reasonable and shall not interfere with the <br /> performance of City services as determined by the City. No more than three(3)Union <br /> members shall be considered official Union representatives for the purposes of this <br /> paragraph. On or about January 15 of each year the Union shall submit in writing to the <br /> Personnel Director a list of three (3) official Union representatives. The list of official <br /> Union representatives may be amended by the Union providing all such amendments are <br /> made in writing and submitted to the :- •: : • • ••, • •, _ Director of <br /> Human Resources and Labor Relations. <br /> The City will grant the Union's ten (10) member executive board reasonable time off <br /> with pay to attend routinely scheduled Joint Labor Management Meetings (see <br /> Addendum A)provided the Joint Labor Management Meeting occurs during the <br /> employee's regularly scheduled work time. <br /> Section 5. City Rights <br /> The rights of the City include, but are not limited to, the exclusive right to determine the <br /> mission of its constituent departments, commissions and boards; set standards of service; <br /> determine the procedures and standards of selection for employment and promotion; <br /> direct its employees, take disciplinary action, relieve its employees from duty because of <br /> lack of work or for other legitimate reasons; maintain the efficiency of governmental <br /> operations; determine the methods,means and personnel by which government <br /> operations are to be conducted; determine the content of job classifications; take all <br /> necessary actions to carry out its mission in emergencies; to exercise complete control <br /> and discretion over its organization and the technology of performing its work. <br /> Section 6. Salaries <br /> 6.1 Salary <br /> Salary Schedules are attached as Appendix B. <br /> • Effective May 25, 2013April 23, 2016,the salary ranges will be increased by two <br /> three percent(23%). <br /> • Effective first full pay period in December 2013 (December 7, 2013)on/after <br /> April 1, 2017 (April 8, 2017), the salary ranges will be increased by twe-three <br /> percent (23%). <br /> 0—Effective first full pay period in April 2011 (April 12, 2011)on/after April 1, 2018 <br /> (April 7, 2018), the salary ranges shall be increased by ene-three percent(4-3%). <br /> • _ .. .
