MOTION: It was m/s by Olson/Thorne to call a special consolidated election for June 7, 2016. Motion <br />passed by the following vote: <br />Ayes: Councilmembers Brown, Olson, Narum, Mayor Thorne <br />Noes: None <br />Absent: Councilmember Pentin <br />The next matter under consideration would be draft the ballot measure language. Assistant City <br />Attorney Seto stated there were four options brought up in the report and modifications could be made <br />as the deliberation took place. <br />Discussion ensued among the Council with various edits made to the draft measure. Topics included <br />keeping the measure language clear and neutral, including the word "Southeast," the type of project, <br />and whether to include the other public benefits involved as part of the project. The languaged settled <br />on by all parties was as follows, "Shall the Lund Ranch project in Southeast Pleasanton, which consists <br />of 43 single family homes on approximately 17 acres, and 174 acres for permanent public open space, <br />and two miles of public trails, be approved." <br />MOTION: It was m/s by Olson /Narum to approve the ballot measure language as follows, "Shall the <br />Lund Ranch project in Southeast Pleasanton, which consists of 43 single family homes on <br />approximately 17 acres, and 174 acres for permanent public open space, and two miles of public trails, <br />be approved." Motion passed by the following vote: <br />Ayes: Councilmembers Olson, Narum, Mayor Thorne <br />Noes: Councilmember Brown <br />Absent: Councilmember Pentin <br />The next matter under consideration would be to determine who will write the arguments and rebuttals. <br />Discussion ensued among staff and the Council as to the allowable authors. Assistant City Attorney <br />Seto stated that Councilmember Pentin can participate in the argument and rebuttal process, even <br />though he recused himself due to a perceived conflict of interest. <br />City Manager Fialho stated that Councilmembers are not bound to sign the arguments and rebuttals <br />even though they help to draft them. <br />MOTION: It was m/s by Thorne /Narum to have Mayor Thorne, Councilmember Narum, and Steering <br />Committee author the direct argument; Councilmember Olson and Councilmember Pentin author the <br />rebuttal to the argument against the ballot measure; Councilmember Brown and the referendum <br />proponents will author the argument against the ballot measure and the rebuttal to the direct argument <br />for the ballot measure. Motion passed by the following vote: <br />Ayes: Councilmembers Brown, Olson, Narum, Mayor Thorne <br />Noes: None <br />Absent: Councilmember Pentin <br />The next matter under consideration would be to adopt the resolutions calling the election in June, <br />consolidating with the County, and directing the City Attorney to prepare an impartial analysis. <br />In response to Councilmember Brown, Assistant City Attorney Seto clarified that she would work with <br />the Interim City Attorney to draft the impartial analysis. <br />MOTION: It was m/s by Brown /Narum to to adopt the resolutions calling the election in June, <br />consolidating with the County, and directing the City Attorney to prepare an impartial analysis.
