She reiterated her <br />stance that she was not willing to rescind her vote. <br />Councilmember Olson stated that for the viewers at home who were unable to see a video /audio clip <br />from a public speaker at a previous meeting there was evidence presented to the Council where a paid <br />signature gatherer told a prospective signer that three members of the Council would profit personally <br />from the project because they owned property in Lund Ranch. He wanted viewers at home to know <br />that. He cannot support rescinding the fair decision. He stated that the referendum supporters started <br />the process and knew that it could result in election costs. It should go to a vote of the people and it <br />should happen in June. <br />Mayor Thorne commented that he would like to know where the alleged backroom meetings happened <br />as no decisions were made in secret. He listened and made a few comments that were not committal <br />and the accusations of backroom deals galls him. He confirmed with staff that there were more than ten <br />public hearings on this matter. He supported placing the ballot measure on the ballot to let the people <br />vote. <br />Councilmember Brown stated that Measure PP was the vote and that 18,623 residents voted to support <br />Measure PP. The Oak Grove matter was overwhelmingly referended. When houses in the hillsides <br />come to us we know what happens and it is a very expensive decision. She tried very hard to see if <br />there was a middle ground, however there is no commonality. She is sad and disappointed that we <br />could not make it work with a professional mediator. . <br />MOTION: It was m/s by Narum /Olson to send the ballot measure referending Ordinance 2133 to the <br />voters. Motion passed by the following vote: <br />Ayes: Councilmembers Olson, Narum, Mayor Thorne <br />Noes: Councilmember Brown <br />Absent: Councilmember Pentin <br />The next matter under consideration would be when to conduct the election. <br />Councilmember Olson preferred the June 7th date as a special municipal election consolidated with the <br />primary election. <br />Mayor Thorne seconded this suggestion, even though he is a fiscal conservative and it will cost more <br />money, the community has been divided too many times. He would like to get it behind us. The <br />petitioners collected signatures and the costs are on your shoulders. He did not want to rip the <br />community apart for nine months as the campaigning will start immediately after this meeting. <br />Councilmember Narum commented that we can agree there were divisive actions taken during the <br />signature gathering process and things will probably be divisive with campaigning. Previous Council's <br />spent 12 years on this matter and she thought the Council did a fair job. The petitioners have the right <br />to collect signatures and there are too many other things that are important. She hesitated and went <br />back and forth because of the cost, but if we are going to have election, put it on the June ballot and get <br />a decision up or down and go forward depending on what the decision is. She wished the cost was not <br />what it is. <br />Councilmember Brown stated that she was reading some of the notes and FAA's from the referendum. <br />If the 10% threshold was met, the measure goes to the ballot, otherwise it must be submitted as a new <br />project. She did not gather a lot of signatures however she will support taking it to the ballot as there is <br />a request to wrap it up quickly.
