Affordable Housing <br />Projects of 15 units or less, including the proposed project, are exempt from the City's <br />Inclusionary Zoning Ordinance. However, the applicant would be required to pay the <br />City's low- income housing fees, which would be approximately $23,030 for the <br />proposed project. <br />Growth Management <br />The City's Growth Management Program (GMP) allows a total of 235 growth <br />management unit allocations to be issued within a calendar year for new residential <br />units and requires all new residential projects to obtain Growth Management Unit <br />Allocations (GMUAs) for each residential unit to be constructed City Council Ordinance <br />2112 states that for the current Regional Housing Needs Allocations (RHNA) cycle <br />(5`h Cycle from January 1, 2014 — October 31, 2022), the annual Growth Management <br />unit allocation shall not exceed the number of units required to meet the City's RHNA for <br />the fifth cycle divided by the number of years in that cycle. To date in 2016, a total of 59 <br />GMUAs have been issued. The proposed development would require two GMUAs. If <br />the Council approves the requested GMUAs, a total of 61 GMUAs would be issued <br />to -date this calendar year, below the allocation limit. The Growth Management <br />Agreement for the project is included as Attachment 2. <br />PLANNING COMMISSION ACTION <br />The Planning Commission held a public hearing on March 9, 2016, to review the <br />proposed project. The minutes of this meeting are provided in Attachment 4. The <br />Commissioners modified the conditions to allow for the development of a decomposed <br />granite meandering sidewalk along the Dublin Canyon Road frontage of the site (to <br />reflect the rural character of this stretch of Dublin Canyon Road), and to increase the <br />size of the five of the proposed trees (to more effectively screen views of the proposed <br />development from Dublin Canyon Road). The Commission unanimously recommended <br />the approval of the proposed application to the City Council, with the modified <br />conditions. <br />PUD FINDINGS <br />Please refer to the attached Planning Commission staff report (pages 12 -15 of <br />Attachment 4) for a discussion of the considerations needed to approve the proposed <br />PUD Development Plan. <br />PUBLIC COMMENT & NOTICE <br />Notices regarding the City Council public hearing were mailed to the surrounding <br />property owners and tenants within a 1,000 -foot radius of the project site The location <br />and noticing maps are included in Attachment 6. At the time of report publication, Staff <br />had not received any public comments regarding the Council notice. <br />ENVIRONMENTAL ASSESSMENT <br />An Initial Study /Negative Declaration was prepared for the previously approved, but now <br />expired, development plan (PUD -44) in 2006. The proposed development is <br />substantially consistent with the previously approved PUD Development Plan, which <br />was analyzed in the Initial Study /Negative Declaration.
