2. Make the PUD findings for the proposed development plan as listed in the March 23, <br />2016 Planning Commission staff report (pages 12 through 14 in Attachment 6); <br />3. Introduce a draft ordinance approving PUD -99, subject to the conditions of approval <br />listed in Exhibit A of Attachment 1; <br />4. Adopt a resolution approving the Growth Management Agreement (Attachment 2); <br />5. Adopt a resolution approving the Affordable Housing Agreement for the project <br />(Attachment 3); and <br />6. Introduce a draft ordinance approving the Development Agreement for the project <br />(Attachment 4). <br />FINANCIAL STATEMENT <br />The project would be expected to generate revenues to cover its costs of service. <br />Increases in property tax would be used to provide services, such as police and fire <br />services, to the occupants of the dwelling units. The applicant will be required to pay <br />development impact fees (e.g., in -lieu park dedication fee, public facilities fee, traffic <br />fees, water /sewer connection fees) that will be used to offset the cost of City facilities <br />and infrastructure, necessitated by development. <br />BACKGROUND <br />In February 1989, the City Council approved a PUD rezoning and development plan for <br />the construction of 21 single - family homes on an approximately 12.3 -acre site located at <br />1851 Rose Avenue (PUD 88 -11). The PUD approval expired during the Great <br />Recession. In 2005, approximately 3.28 acres of the original 12.3 -acre site were <br />developed as part of the adjoining property to the east (Roselyn Estates). The <br />remaining 9.02 acres are the subject of the current applications. <br />SITE DESCRIPTION <br />The project site is irregularly shaped and is bounded on the east by single - family homes <br />(Roselyn Estates), on the south by the Alameda County Fairgrounds, and on the west <br />and north by the Arroyo Del Valle. The project site is currently occupied by an existing <br />residence and several accessory structures. The house and accessory buildings are <br />located on the eastern portion of the site. The majority of the site is undeveloped and <br />contains the remnants of an old walnut orchard. The site is generally flat except for the <br />slope bank along the arroyo.
