the final contract approval by the City Manager. Future funding for this program would
be reassessed annually by Staff and the HC and would be contingent upon whether the
program continues to meet the affordable housing priorities of the City. CDBG could be
applied to fund this program again in the future should it become available.
Also included in the total funding recommendation for LIHF is a supplemental funding
recommendation in the amount of $48,719 for the Abode Services Homeless Outreach
Program which would allow the program to establish services and coordinate with the
Police Department on developing an outreach team in FY16/17. This amount is being
recommended by staff in addition to the HSC's General Fund recommendation
discussed previously and is precipitated by emerging needs observed by City staff of
Community Services, the City Manager's office and the Police Department. As specified
in the table below, this program would meet the eligibility criteria for funding from the
LIHF.
The Housing Commissions comments on the housing services applications are included
in the draft Minutes from that meeting (Attachment 3). Staff and the HC's
recommendations are listed below.
Table 5
HOME AND LIHF Funding Recommendations
Agency
Description
Rec
Source of
Funds
Funds
Abode Services
Funding would establish the Tri- Valley Rapid Rehousing Program
(TVRRP) which would provide temporary housing assistance and
$52,544
HOME
housing counseling support for households experiencing homelessness
$36,000
LIHF
and to prevent households from becoming homeless.
