Applications Recommended for HOME AND LIHF Funding
In past years, the City has utilized its Lower Income Housing Fund (LIHF) to supplement
limited CDBG program funding for important housing - related services. HOME Funds
received through the Alameda County HOME Consortium have also historically been
appropriated through the HHSG Process. Housing services applications were reviewed
by the Housing Commission at their March 17 meeting.
The recommendations summarized below would result in the allocation of $266,336 in
LIHF funds and $82,544 in HOME funds for FY 2016. The amount of LIHF
recommended in FY16/17 represents a significant increase over the current fiscal year
($90,922 in FY15/16). Historically, funding for housing services has increased 3 -7% per
year, however the allocation for FY2015/16 was lower than previous years due to a 25%
reduction in total funding requests. Using the historical funding scenario, the estimated
FY15/16 funding appropriation would have been $127,865.
In FY2016/17, unlike current and previous years, no unspent or returned CDBG funds
are anticipated to be available for the Housing Rehabilitation Program, therefore only
HOME and LIHF will be available as a funding source. Staff and the commission both
recommend backfilling the loss of CDBG funds for the Housing Rehabilitation Program
through the LIHF, as it provides a source of assistance for low income, senior
Pleasanton homeowners to maintain housing that is affordable, age in place, and brings
improvements that benefit the community in general. In an effort to increase
administrative cost efficiency and encourage program enhancements, Staff and the HC
recommend partnering with the City of Livermore to issue a Request for Proposals
process to identify a housing rehabilitation program provider which would be subject to
