Applications Recommended for HOME AND LIHF Funding <br />In past years, the City has utilized its Lower Income Housing Fund (LIHF) to supplement <br />limited CDBG program funding for important housing - related services. HOME Funds <br />received through the Alameda County HOME Consortium have also historically been <br />appropriated through the HHSG Process. Housing services applications were reviewed <br />by the Housing Commission at their March 17 meeting. <br />The recommendations summarized below would result in the allocation of $266,336 in <br />LIHF funds and $82,544 in HOME funds for FY 2016. The amount of LIHF <br />recommended in FY16/17 represents a significant increase over the current fiscal year <br />($90,922 in FY15/16). Historically, funding for housing services has increased 3 -7% per <br />year, however the allocation for FY2015/16 was lower than previous years due to a 25% <br />reduction in total funding requests. Using the historical funding scenario, the estimated <br />FY15/16 funding appropriation would have been $127,865. <br />In FY2016/17, unlike current and previous years, no unspent or returned CDBG funds <br />are anticipated to be available for the Housing Rehabilitation Program, therefore only <br />HOME and LIHF will be available as a funding source. Staff and the commission both <br />recommend backfilling the loss of CDBG funds for the Housing Rehabilitation Program <br />through the LIHF, as it provides a source of assistance for low income, senior <br />Pleasanton homeowners to maintain housing that is affordable, age in place, and brings <br />improvements that benefit the community in general.
