the program. <br />ECHO -Eden Council for Hope and Opportunity (Housing Counseling Services) — Margie Rocha <br />— advised that ECHO has provided assistance through workshops to many Pleasanton <br />residents on various issues including fair housing issues, tenant rental assistance, <br />tenant/landlord counseling, shared housing, and other programs available. She thanked the <br />Commission for their past support of this program. <br />Commissioner Soby was advised by Ms. Rocha that grant funds would be used for <br />administration expenses for the program. She advised that the funds are important for ECHO to <br />be able to provide the services to Pleasanton residents. <br />Ms. Rocha informed Commissioner Lombardo that ECHO receives payment from the City of <br />Pleasanton on a per client basis. <br />Commissioner Gaidos was advised by Ms. Reisner that unused grant funds were rolled over <br />into the following grant fund cycle. <br />Neighborhood Solutions (Housing Rehabilitation Program) — no representative <br />Ms. Reisner advised that staff is recommending funding for the Housing Rehabilitation Program <br />be put on hold and allow staff to identify a provider for the program through an RFP process. <br />She discussed the difficulties in trying to administer this program. <br />Commissioner Lombardo closed the meeting for agency presentations. <br />Commissioner Lombardo discussed with Ms. Reisner the types of loans and grants that are <br />provided through the Housing and Human Services Grant Program. <br />Commissioner Soby commented on the Neighborhood Solutions grant and the need to evaluate <br />some of the programs. He indicated he was struggling with how successful the Abode program <br />might be and felt numbers would need to be reviewed at the end of the year to determine if the <br />program is a success. Ms. Reisner advised that the Commission could request a mid -year <br />report to look at the programs progress. She also noted that agencies are required to submit a <br />year -end report on their programs. <br />Commissioner Gaidos agreed with Commissioner Soby and felt data in a mid -year report would <br />be helpful. <br />Commissioner Lombardo suggested an ongoing matrix would be helpful for Commissioners to <br />check on this and other ongoing programs. <br />A motion was made by Commissioner Soby, seconded by Commissioner Lombardo, <br />recommending HOME and LIHF funds be considered for allocation as follows with an <br />understanding that the Commission is to be provided a matrix showing progress for each of the <br />programs: <br />$ 52,544.00 Abode Services / Tri- Valley Rapid Rehousing Program (HOME Funds) <br />$ 36,000.00 Abode Services / Case Management (LIHF Funds) <br />$ 15,617.00 CRIL / Housing Services for the Disabled (LIHF Funds) <br />$ 40,000.00 ECHO Housing / Housing Counseling Services (LIHF Funds) <br />$126,000.00 Housing Rehabilitation (LIHF Funds)" <br />Page - 4 - <br />
