requests had been reviewed by the Human Services Commission at their March 2, 2016 <br />meeting, and four remaining requests are to be considered by the Housing Commission. Ms. <br />Reisner reviewed with Commissioners a pie chart showing the distribution requests. <br />Commissioner Meyers had questions about homeless services and whether there was any <br />overlap between requests reviewed by the Human Services Commission and those to be <br />reviewing by the Housing Commission. <br />Commissioner Lombardo opening the meeting for agency presentations. <br />Abode Services (Tri- Valley Rapid Rehousing Program: Tenant -Based Rental Assistance / Case <br />Management / Gap Assistance) — Jessica Delaney — provided information about the Rapid <br />Rehousing Program and the efforts being made by the agency to remove any barrier that <br />people may encounter. She advised that the program helps those in in need pay rent when <br />they have lost jobs for a minimum of six months. Ms. Delaney commented on two Pleasanton <br />households that are receiving assistance through the Scholarship Program, incentives being <br />offered to landlords, and shared data about the Tri - Valley Housing Scholarship Program. <br />Commissioner Soby questioned the success of the Rapid Rehousing Program in the Tri - Valley <br />area if necessary steps have not yet been established with landlords, etc. He felt that subsidies <br />would need to be substantial. <br />Commissioner Lombardo discussed the Housing Scholarship Program's stake in the City of <br />Pleasanton. He also questioned whether Pleasanton residents would benefit from any funding <br />that might be allocated for the Rapid Rehousing Program. Ms. Delaney provided information <br />about the programs requirements and advised that applicants would need to go through a <br />strong screening process. Commissioner Lombardo was advised by Ms. Delaney that <br />applicants would be directed to a more suitable program, should they not be able to meet rent <br />requirements. <br />Commissioner Meyers confirmed this was a program for the Tri - Valley area and questioned <br />whether funding was being requested from other cities. She also asked about other <br />requirements applicants may be required to fulfill to participate in the Rapid Rehousing <br />Program. <br />Commissioner Lombardo questioned whether a different amount of funding was being <br />requested from the other cities. He also asked about the number of Pleasanton residents being <br />served by Adode in other programs. <br />Commissioner Soby asked Ms. Delaney whether people participating in the program were low <br />to very-low income. <br />CRIL - Community Resources for Independent Living (Housing Services for Disabled) — Michael <br />Gawan — discussed CRIL's work with people with disabilities and the agency's focus in helping <br />provide them with accessible housing assistance, independent living services, and other things <br />to help disabled members of the community. <br />Commissioner Lombardo was informed by Mr. Gawan that people in the program have a variety <br />of different disabilities and the agency works with them teaching them how to connect with other <br />programs, etc. <br />Commissioner Soby was informed that a total twelve (12) Pleasanton residents are currently in <br />Page -3- <br />
