BACKGROUND <br />The need to construct a City dog park was identified in the 2014 Parks and Recreation <br />Master Plan. In response to this identified need, City staff began a community outreach <br />program to identify the most appropriate location for the dog parks. This process evolved <br />into finding a location for one dog park, and included hiring a landscape architecture firm <br />to complete a conceptual design of the dog park. City Council reviewed the proposed <br />location in the northwest corner of the Bernal Property, close to the Marylyn Murphy Kane <br />(MMK) trail parking lot, and approved the conceptual plans prepared by Landscape <br />Architect Tanaka Design Group on January 20, 2015. Since the Council approval of the <br />conceptual plans, City staff has worked with Tanaka Design Group to finalize the design <br />and prepare construction documents for the project. <br />The size of the dog park is approximately 1.5 acres of fenced dog play area. The fenced <br />area includes an area for small dogs and a separate larger area for large dogs. Both the <br />small and large dog areas have dog drinking fountains, shade structures, seating, trees <br />(with protection fencing), trash receptacles, and dog waste stations. The large dog area <br />also includes dog play equipment: a seesaw, hoops, and a jumping stand. <br />During the conceptual design process, City staff worked with neighbors to screen the park <br />with earthen berms and a drought tolerant landscape. Similar to the Bernal Park Oak <br />Woodland and Marilyn Murphy Kane Trail tree planting, the landscape will include only <br />drought - tolerant plants suited for the climate. No permanent irrigation is planned for the <br />landscaping, but the plantings will require hand watering during their establishment <br />period. <br />Finally, in order to accommodate the parking demand expected for the dog park, the Base <br />Bid includes expansion of the existing MMK trail parking lot from 13 spaces to 25 spaces. <br />Included in the bid documents was an Additive Alternate that if constructed, would <br />increase the parking lot size by an additional .12 spaces, to 37 total spaces. The 12 <br />additional spaces were treated as an Additive Alternate for budgeting reasons, meaning <br />if the bids came in low and funding was available, staff would recommend award of the <br />Additive Alternate. However, based on the bid results, staff is recommending that the <br />additional spaces not be constructed at this time. For information, the Additive Alternative <br />Bid from Cleary Bros, Landscaping is $107,495. <br />DISCUSSION <br />On March 16, 2016, the Bernal Property Off -Leash Dog Park was advertised for <br />construction bid. Bidding was open to General Contractors, Landscape Contractors, and <br />Earthwork and Grading Contractors with the requirement that the Prime Contractor be <br />responsible to self - perform a minimum of 50% of the construction work by value. The bid <br />opening occurred at 2:00 pm on April 6th. There were a total of four responsive bids as <br />listed in the table on the following page: <br />Page 2 of 4 <br />
