The <br />engineer's estimate for the Base Bid work was $450,000. The contract documents, in <br />accordance with Public Contract Code, indicate the construction contract if awarded will <br />be based on the lowest responsive and responsible Base Bid, and the City reserves the <br />right to award /not award the Additive Alternate. <br />All bid documents were found to be in order and past performance by Cleary Bros. <br />Landscaping was verified as satisfactory. Staff is therefore recommending award of <br />construction to Cleary Bros. Landscape, Inc. in the amount of $545,291. The bids coming <br />in higher than the Engineer's estimate is likely to be associated with the improving <br />economy and the amount of work now available to the contracting community. This trend <br />is expected to continue, and staff will need to adjust estimates on future projects to reflect <br />this trend. <br />The total construction cost is estimated at $600,000 (Base Bid of $545,291 and a project <br />contingency amount of $54,709 for unforeseen conditions.) A total of $400,000 is <br />available for the project in the 2015 -16 CIP budget, and $7,350 was donated by Planning <br />Commissioner Nancy Allen to help support the cost of the second shade structure. To <br />fully fund the Base Bid project requires an additional $192,650 be allocated to the project. <br />Staff recommends this amount be appropriated for the project from the In -Lieu Park <br />Dedication Reserve Fund. <br />At the time the bid documents were prepared, an expansion of the parking lot area was <br />included as an Additive Alternate to the project for budgeting reasons. The Base Bid <br />expands the MMK trail parking lot from 13 spaces to 25. The Additive Alternate would <br />add another 12 spaces (37 total).
