If the Council decides to write a direct argument in favor of or against this matter, staff <br /> suggests that the Council consider the following options: <br /> Option A: Select a subcommittee of two Council members to write and sign the <br /> argument, and also delegate to this subcommittee the selection of third <br /> parties to co-sign (for a maximum of five signers). The argument would then <br /> be submitted to the City Clerk without need for further action at a public <br /> meeting. <br /> Option B: Select a subcommittee of one or two Council members to draft the argument <br /> (which is limited to 300 words). If three or more Council members wish to <br /> discuss the draft language before signing the argument, such discussion <br /> must take place at a public meeting. <br /> Option C: Select a subcommittee of one or two Council members to write the argument. <br /> And, additional Council members3 agree to sign the argument as written by <br /> the subcommittee, but those additional Council members will not discuss, <br /> make comments on, changes to, or in any way try to influence the text of the <br /> argument drafted by the subcommittee. Such non-editorial signing can take <br /> place without the requirement for a public meeting, and the argument can <br /> then be submitted to the City Clerk. <br /> If the Council wishes to allow for and make a rebuttal argument, staff recommends that <br /> the Council select a subcommittee comprised of one or two Council members to draft such <br /> rebuttal argument. The Council members on the rebuttal subcommittee can be different <br /> than the Council members on the direct argument subcommittee. For the rebuttal, the <br /> Council would have options, as detailed above, regarding the drafting of the rebuttal <br /> argument, and the Council members and third parties co-signing the rebuttal. If three or <br /> more Council members desire to discuss the language of the rebuttal argument (Option B, <br /> above), the Council must discuss the wording of the rebuttal argument at a public meeting. <br /> Council's decision regarding the writing and signing of the direct and rebuttal arguments <br /> will be included in the resolution in Attachment 4. <br /> Recommended Actions. <br /> 1. That the Council accept the City Clerk's certification based on information received <br /> from the Register of Voters. <br /> 2. Council discussion and action regarding the decision on the referendum petition. <br /> Council must decide whether to: <br /> A. Repeal Ordinance No. 2133; or <br /> 3 As noted above,the subcommittee should be delegated the authority to select third parties to co-sign the argument, <br /> for a total of five signers. <br />
