Accordingly, assuming that the Council accepts the City Clerk's certification, the Council <br /> must first determine whether to: (a) repeal the ordinance in its entirety; or (b) to call for an <br /> election. If the matter is submitted to the voters, Council must determine whether to place <br /> it on the June 7, 2016 ballot, the November 8, 2016 ballot, or set a different, special <br /> election date. <br /> Once an election date is established, Council must adopt ballot language (i.e., how the <br /> ballot question will be framed), direct the City Attorney to prepare an impartial analysis per <br /> Elections Code §9280, establish the dates for submittal of ballot arguments [including <br /> whether to allow for rebuttal arguments] and determine if any member of the Council will <br /> write or sign any of the ballot arguments either for or against the matter. <br /> Election Timetables. At <br /> the meeting, collective discussion and modification of these options will be available. <br /> Deadlines for Arguments. The timing for submitting arguments is set forth in Elections <br /> Code §9286 and the ROV deadlines. Direct arguments are limited to 300 words, and <br /> rebuttals are limited to 250 words. <br /> Writing and Signing Arguments. The Council collectively, or as individuals, may write or <br /> sign any of the ballot arguments regarding this matter. Under Elections Code §9287, if <br /> more than one argument for or against is submitted, the argument submitted by the <br /> Council, or a member or members so authorized by the Council, has priority. <br />
