7) West Las Positas Boulevard Bridge at Tassajara Creek (Br No. 33C-0436): The <br /> scope of work for this bridge included urgent repairs to the wall around the drainage <br /> hole located at the centerline of Abutment 4, repairing spalls at the Pier 3 support, <br /> and repairing spalls at the wingwall culvert joint at the northeast and southwest <br /> corners of the bridge. <br /> DISCUSSION <br /> On June 16, 2015, City Council awarded the construction contract to ETIC Engineering, <br /> Inc., in the amount of $541,423.60. Council also authorized $90,900 for Pakpour <br /> Consulting Group to provide construction management and inspection services for the <br /> Bridge Improvements at Various Locations project, CIP No. 135008-FED ID 5101(027). <br /> City Council also authorized a contingency amount of$54,142 for any necessary related <br /> project work discovered during construction. <br /> In September 2015, while performing contract work for spall repair around a storm drain <br /> opening on the Tassajara box culvert under West Las Positas, the contractor discovered <br /> that the wall had failed around the storm drain. The active lanes of traffic above the failing <br /> culvert wall were immediately closed to traffic. The design engineer (BCA) was called in <br /> to produce a temporary shoring design and a permanent repair design for the culvert. The <br /> project was urgently required in order to complete the repairs before the upcoming <br /> anticipated El-Nino rains as the temporary shoring would be subject to damage by heavy <br /> water flows. ETIC proceeded with temporary shoring and permanent repairs on a Time <br /> and Material basis. Work continued throughout October and was completed just prior to <br /> the first rain event. One full section of wall was replaced in three stages to prevent loss <br /> of soil behind the wall. <br /> Due to the urgent need to make the repairs to the failing culvert wall section the City <br /> Manager authorized an increase to the project contingency by $60,000 on October 15, <br /> 2015, to cover the anticipated additional expenditures for the urgently required repairs. <br /> The additional expenditure was funded out of the West Las Positas Street Sinking Repairs <br /> project, Capital Improvement Program (CIP) No. 115014. The contractor was unable to <br /> complete the work within their initial estimate due to varying site conditions that were not <br /> known until the wall was removed. Also, additional traffic control and design work were <br /> required to address the site conditions creating a project short fall of $46,962. It is <br /> requested that City Council ratify the City Manager's authorization of the$60,000 increase <br /> in contingency, and allocate the additionally needed amount of$46,692. <br /> Budget <br /> The design and construction of the project was funded through the Caltrans-administered <br /> Bridge Preventative Maintenance Program (BPMP), with federal grant funds paying <br /> 88.53% and the City paying the local share of 11.47% of the eligible costs. Additionally, <br /> local funds were required to pay for expenditures that are outside of the grant-eligible <br /> cost. CIP local funding of $102,300 included $18,501 for design and $83,799 for <br /> construction to cover non-eligible costs and the local portion of the federal grant. <br /> Page 3 of 4 <br />
