RMC will evaluate the capital needs associated with connecting the land use parcels within
the Happy Valley study area to the City of Pleasanton collection system.
Subtask 3.1 Evaluate New Facilities
• Determine sizing and alignment of new sewers.
• Estimate capital cost for construction of new sewers
Subtask 3.2 Evaluate Existing Facilities
• Confirm capacity of existing trunk sewers south of and up to Sunol Boulevard.
• Confirm capacity of Pump Stations 5-12 and 5-14 and associated force mains.
• Verify existing collection system infrastructure and conformance with City
wastewater system standards.
• Estimate capital costs for correcting deficiencies identified in the trunk sewers and
pump stations.
Assumptions:
• Capacity evaluations and pipeline sizing will be based on up to three land use
scenarios:
• Existing land use with existing backbone sewer to golf course
• County land use zoning at build-out
• City General Plan land use development.
• Fee estimate assumes that the difference between the three land use scenarios will
be pipeline sizing; no changes in alignment or construction techniques is
anticipated.
• Sewer system will be evaluated using a static hydraulic model based on the
InfoWorks ICM modeling engine.Although the model engine is capable of dynamic
modeling, only static peak flows will be modeled.
• Pipe invert information for existing sewers south of and at Sunol Blvd.will be based
on City GIS data.Slope for new sewers will be based on minimum slopes for
scouring velocities or 5 feet of cover.
• Ground elevations will be based on the City's 5 foot ground contour data.
• Base wastewater generation rates will use City standard criteria and assumptions or
typical assumptions and criteria used by nearby agencies.
• Dry weather and wet weather peaking factors will use either City standard criteria,
criteria used in the City's previous master plan,or typical factors used by nearby
agencies.
• No new lift stations will be required.
• Open cut construction will be suitable for all new pipelines.
• Costs will be estimated for trunk facilities only;construction and connection of
lower laterals will not be included.
2
