Task 4—Happy Valley Water Distribution System Evaluation
RMC will evaluate the capital needs associated with extending the City of Pleasanton water
distribution system infrastructure to the land use parcels within the Happy Valley study
area.
Subtask 4.1 Evaluate New Facilities
• Determine sizing and alignment of new water mains.
• Estimate capital cost for construction of new water mains with appurtenances.
Assumptions:
• All existing facilities are assumed to be adequately sized for ultimate development.
• Pipeline sizing will be based on the three demand scenarios identified in Task 3.
• Water main sizing will be based on velocity and head loss criteria, and City minimum
pipe sizing standards.
• Modeling will not be performed. Flowrates will be assumed based on likely and
appropriate flow paths.
• Reservoir elevations are assumed to be adequate to meet minimum required
distribution system pressures in the Happy Valley area.
• Average annual water demand rates will use City standard criteria or typical
assumptions used by nearby agencies.
• Peaking factors will use either City standard criteria, assumptions used in the City's
previous master plan,or typical factors used by nearby agencies.
• Costs will be estimated for trunk facilities only;construction and connection of
water service lines will not be included.
Task.5—Happy Valley Water and Sewer Evaluation Technical Memorandum
Draft and Final Technical Memorandums will be developed to summarize the results of Task
3 and Task 4,and the overall capital cost for Happy Valley.
Assumptions:
• Overall capital cost will include only costs estimated in Task 3 and Task 4,and any
other costs directly provided by the City.Allocation of costs will not be considered in
this study.
3
I
