Attachment 4 <br /> Item 6a City Policy for Connection to Sewer and Water Services in the Happy Valley Area. <br /> (SR 02:284) <br /> Philip Grubstick presented the staff report. <br /> Mr.Campbell asked how many homes were included in the various options. <br /> Mr.Grubstick replied that there are 66 existing homes along Alisal Street and nine vacant <br /> lots. This includes Alisal Street, Sycamore Road, Mockingbird Lane, East Mockingbird Lane, <br /> Laura Lane, Bird Lane, Horan, and Amber Lane. There would be more if the sewer were <br /> extended along Happy Valley Road. <br /> Mr.Campbell asked for clarification of Options 1 and 2. <br /> Mr. Grubstick said Option] was if there were a failed septic system and it was necessary <br /> to connect to the City sewer system. <br /> Mr. Brozosky referred to the City review of new improvements and asked if that were <br /> done by the Planning Department or could it be appealed to the Planning Commission with <br /> public comment. <br /> Mr.Roush said the agreement calls for City design review. Normally that takes place at <br /> staff level,but the design could be appealed to the Planning Commission and City Council. <br /> Ms.Ayala asked if the preannexation agreement goes with the land or the signatory. <br /> Mr. Roush said the agreement is recorded and runs with the land and any subsequent <br /> property owners. <br /> Mayor Pico said the agreement provides the owner will not protest any future annexation. <br /> It does not say they have to vote in favor of an annexation. He asked if the City could require a <br /> yes vote if there were an annexation election. <br /> Mr. Roush said he interprets that to be a positive vote at an election. <br /> Mayor Pico declared the public hearing open. <br /> Vince Barletta, 6290 Laura Lane, President of the Alisal Improvement Club, said <br /> originally water and sewer were only to be installed on Alisal Street unless 70-80% of the <br /> residents on the side streets committed to connection to the utilities and their associated costs. <br /> Because of the cost,it was assumed most of the residents would not get utility connections. The <br /> City had worked with developers to bring utilities to the area, but the residents felt so strongly <br /> about the bypass road that they voted against annexation even though it meant the loss of water <br /> and sewer infrastructure. People still have water and sewer concerns and he did not think there <br /> were any plans to monitor water quality at any residence. No one has the opportunity to get <br /> water and sewer except those on Alisal unless that 80% commitment is reached. At one point, <br /> developers committed funds for the infrastructure and received increased housing density to fund <br /> some of the infrastructure. He asked where those funds were now.
