CITY COUNCIL AGENDA REPORT February 16, 2016 Engineering TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH RMC WATER AND ENVIRONMENT IN THE AMOUNT OF $31,546 TO STUDY INFRASTRUCTURE IMPROVEMENTS NECESSARY AND COST TO EXTEND SEWER AND WATER UTILITIES INTO THE UNINCORPORATED HAPPY VALLEY AREA SUMMARY The proposed professional services agreement secures the services of RMC Water and Environment to study the infrastructure improvements necessary to extend sewer and water utilities into the unincorporated Happy Valley area. The study will determine what new piping is necessary to extend the services, as well as what improvements to the existing City infrastructure may be necessary to serve the unincorporated area. The study will evaluate requirements to serve the area as it exists, at build-out to County zoning, as well as build-out as considered in the Happy Valley Specific Plan. The study will include cost estimates for each of the alternatives considered. It is expected to take approximately three months to complete the study. RECOMMENDATION 1. Approve the attached professional services agreement with RMC Water and Environment in the amount of $31,546 to study the infrastructure improvements necessary and cost to extend sewer and water utilities into the unincorporated Happy Valley area. 2. Authorize the use of $35,000 from the General Fund Contingency and allocate it to Engineering Professional Services to fund the study. 3. Authorize the Director of Engineering to increase the agreement amount to a not to exceed amount of $35,000 if additional services are determined to be necessary during the course of the study. FINANCIAL STATEMENT $35,000 is available in the General Fund Contingency to fund this study.
