CITY COUNCIL AGENDA REPORT <br /> February 16, 2016 <br /> Engineering <br /> TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH RMC <br /> WATER AND ENVIRONMENT IN THE AMOUNT OF $31,546 TO STUDY <br /> INFRASTRUCTURE IMPROVEMENTS NECESSARY AND COST TO <br /> EXTEND SEWER AND WATER UTILITIES INTO THE UNINCORPORATED <br /> HAPPY VALLEY AREA <br /> SUMMARY <br /> The proposed professional services agreement secures the services of RMC Water and <br /> Environment to study the infrastructure improvements necessary to extend sewer and <br /> water utilities into the unincorporated Happy Valley area. The study will determine what <br /> new piping is necessary to extend the services, as well as what improvements to the <br /> existing City infrastructure may be necessary to serve the unincorporated area. The <br /> study will evaluate requirements to serve the area as it exists, at build-out to County <br /> zoning, as well as build-out as considered in the Happy Valley Specific Plan. The study <br /> will include cost estimates for each of the alternatives considered. It is expected to take <br /> approximately three months to complete the study. <br /> RECOMMENDATION <br /> 1. Approve the attached professional services agreement with RMC Water and <br /> Environment in the amount of $31,546 to study the infrastructure improvements <br /> necessary and cost to extend sewer and water utilities into the unincorporated Happy <br /> Valley area. <br /> 2. Authorize the use of $35,000 from the General Fund Contingency and allocate it to <br /> Engineering Professional Services to fund the study. <br /> 3. Authorize the Director of Engineering to increase the agreement amount to a not to <br /> exceed amount of $35,000 if additional services are determined to be necessary <br /> during the course of the study. <br /> FINANCIAL STATEMENT <br /> $35,000 is available in the General Fund Contingency to fund this study. <br />
