Should the Council wish the broaden the historic policy <br /> as applied to these lots, staff suggests it follow Options 2 and 3 as staff cannot support the <br /> Option 4 process. <br /> FISCAL IMPACT <br /> Property owners would be required to pay all costs associated with the installation of sewer <br /> and water main laterals including connection fees, permits, and other fees required by the <br /> City, the County, and LAFCo. Any extension of sewer or water mains required to serve <br /> subareas would also be the responsibility of property owners requesting service. <br /> Should any of the few lots along Alisal Street connect to City utilities, their pro rata shares of <br /> the core infrastructure would reimburse the City for constructing the core facilities with the <br /> Golf Course project.
