BACKGROUND <br /> The City has historically utilized contract services to provide officiating services for City <br /> youth and adult sport leagues, as well as tournaments. Services include official <br /> selection, training, scheduling and supervision for adult softball league games and <br /> tournament play. <br /> In 2011, the City initiated a Request for Proposal (RFP) process was conducted to <br /> obtain a qualified vendor to provide umpire services for the adult softball league games <br /> and tournament play. Two (2) vendors responded to the RFP which included; Mission <br /> Valley Sports Officials, Inc. and NSA of California. After reviewing the proposals it was <br /> determined that Mission Valley Sports Officials, Inc. was the most qualified based on its <br /> overall experience with providing umpire services which included a thorough knowledge <br /> of the City's sport leagues. On February 7, 2012, the City Council approved the <br /> recommendation to enter into an agreement with the Mission Valley Sports Officials, <br /> Inc. <br /> DISCUSSION <br /> In anticipation of the City's agreement with Mission Valley Sports Officials, Inc. set to <br /> expire on December 31, 2015, staff conducted a RFP process in November 2015. As <br /> part of the City's purchasing process, the notification of the RFP process was achieved <br /> through press releases in local newspapers, as well as being posted on the City's <br /> website. Although Mission Valley Sports Officials, Inc was the only vendor to submit a <br /> proposal, City staff feels confident in recommending Mission Valley Sports Officials, Inc. <br /> based on their proposed fee schedule, professionalism, quality of work, and past <br /> experience. <br /> If approved, the term of the proposed Agreement would begin on March 1, 2016 and <br /> continue through December 31, 2018; however both parties may agree to extend the <br /> Agreement for up to two (2) additional one (1) year terms based on mutual satisfaction <br /> and agreement to terms. In addition, compensation is based on a "time-and-materials <br /> basis" and cannot exceed $105,000 in 2016; $106,000 in 2017; and $108,000 in 2018. <br /> The cost of the Agreement is offset completely by revenues the City receives from <br /> softball tournament and the adult softball program league fee(s).
