As shown in the aerial view, below, 309 Neal Street (outlined in blue) is outside of, but adjacent to, the Downtown Specific Plan Area (outlined in orange) When the City had a historic resource survey completed for residential buildings built before 1942 within the Downtown Specific Plan Area, the City had the consultant separately evaluate this structure since it was outside of that area The historic resource survey of 309 Neal Street (Attachment 3) determined that it "appears to be eligible for the California Register of Historic Resources under Criterion 3 " The State Office of Historic Preservation describes resources qualifying for designation under Criterion 3 as "Embodies the distinctive characteristics of a type, period, region or method of construction or represents the work of a master or possesses high artistic values" Applying for the California Register of Historic Resources is an action that a private property owner can undertake '-' 1 ii i. -41,,IF 414:'„ [[',' j LI -HI L21. t� -rte .._—_i' ? fir" 1,� ^- I1■ v—Jizz-t rm . A more detailed study of the home was prepared at the request of Mr MacDonald by Garavaglia Architecture That study found that the "period of significance for 309 Neal Street is determined to be 1900-1929" The home is estimated to have been built circa 1900 as a residence In 1930 the home was converted to Pleasanton Hospital, but the hospital ceased operation in 1932 Ms Jones' parents, George & Wanda West, bought the home and reconverted it to their residence in 1932 The historic study concluded that "309 Neal Street is a well-preserve example of Queen Anne cottage form commonly constructed in Pleasanton in the late 19th and early 20th century The property retains a high degree of integnty of setting, design, matenal, feeling, and association, retaining histonc form and high proportion of histonc intenor and extenor finish matenals The property appears to be one of the most intact histonc properties of Page 3of6
