FINANCIAL STATEMENT <br /> As the beneficiary of Ms Jones' entire estate, the City could receive assets in the range <br /> of $1,291,000 if 309 Neal Street is sold The recommended action is to (1) use a small <br /> portion of the assets to create a commemorative plaque to be installed at 309 Neal <br /> Street to acknowledge Ms Jones and the home's history, (2) add 309 Neal Street to the <br /> list of Historic Neighborhoods and Structures when the General Plan is next amended, <br /> (3) provide for the sale of the home with a conservation easement, and (3) transfer the <br /> estate assets to the Amador Livermore Valley Historical Society as an endowment and <br /> direct that an acknowledgement of Ms Jones be incorporated at the Museum on Main <br /> With these actions, there is no financial impact to the City related to the final discharge <br /> of Ms Jones' estate <br /> BACKGROUND <br /> Jean Phyllis Jones, daughter of George & Wanda West, was a longtime Pleasanton <br /> resident who lived at 309 Neal Street since she was three years old Jean was a <br /> graduate of Amador Valley High School, where she met her future husband Bud Jones <br /> After living in Florida and Southern California, Jean returned to her childhood home and <br /> had a successful career as an engineer at Pacific Bell Jean's parents and Jean herself <br /> had strong ties to Pleasanton <br /> Jean passed away in January of 2015 The City was surprised to learn that it was <br /> named as the sole beneficiary of her estate, including all real and personal property <br /> Jean's will (Attachment 1) established a trust and named Peter MacDonald as trustee <br /> Mr MacDonald has been managing the estate's real and personal property and other <br /> issues in consultation with probate attorney Beth Trutner and the City as beneficiary <br /> His executor's report (Attachment 2) sets forth the following issues for Council <br /> consideration and staff seeks direction for Items in italics <br /> 1 Use and ownership of 309 Neal Street <br /> a Museum or public building <br /> b Official designation <br /> c Sale to private party with conservation easement <br /> 2 Estate proceeds <br /> a Endowment for Amador Livermore Valley Historical Society <br /> 3 Acknowledgment of Ms Jones <br /> a Plaque at 309 Neal Street <br /> b Museum on Main display <br /> DISCUSSION <br /> 1 Use and ownership of 309 Neal Street Ms Jones' will expressed her preferences <br /> as follows regarding her home at 309 Neal Street <br /> • "if possible have it officially designated an historical site by the City of Pleasanton <br /> and/or County of Alameda and/or not-for-profit organization whose mission is <br /> historic preservation", <br /> a "preferred use for the property is as a local history museum" <br /> Page 2 of 6 <br />
