In response to Councilmember Narum's inquiry as to which lots would be removed, staff stated lots <br /> thirty-four (34) to thirty-eight (38). <br /> In response to Councilmember Narum, it was affirmed that they will not build on lots twenty-nine (29) <br /> and thirty (30) where the road would punch through. There was consensus by staff that this area is man <br /> made. <br /> Mayor Thorne made a motion to eliminate lots thirty four (34) through thirty-eight (38), make lot 32 <br /> Measure PP compliant or move it to the end of the cul-de-sac, direct staff to move the lot down below <br /> five hundred (500) feet and move the access to Lund Ranch Road to the last cul-de-sac. <br /> Councilmember Olson seconded the motion. <br /> Staff stated that five (5) lots would be reduced from the nineteen (19) units that are currently proposed <br /> to be existing out of Lund Ranch, with the access to Lund Ranch Road to the end of the cul-de-sac. <br /> There will only be twelve (12) lots exiting out of Lund Ranch Road. <br /> Councilmember Brown expressed concerns about supporting the proposed location of the access road <br /> and wants to be consistent with existing guidelines. She believes this is a ten (10) unit plan. She would <br /> prefer a continuance on this item so that a proposal could be considered by the Sycamore Heights <br /> Homeowners Association to allow access across their property. Councilmember Brown wanted to go on <br /> record with her belief that referendums are about people standing up for their communities and wished <br /> the Homeowners Association had time to work on a different solution. At this time she cannot support <br /> the motion. <br /> Councilmember Narum stated that there was some ability to inpret, but it has to be consistent. Her <br /> understanding of the motion is that construction cannot be conducted on slopes greater than twenty- <br /> five (25%) percent. <br /> Discussion ensued among the-Council regarding man made versus natural slopes and compliance with <br /> Measure PP. There was consensus to move lot thirty-two (32) below five hundred (500) feet and not <br /> build pads on slopes greater than twenty-five (25%) percent. <br /> Staff noted that this would involve a significant alteration to the ordinance and would require <br /> reintroduction. The Council could then approve the ordinance at an adjourned regular meeting on <br /> January 5, 2016. <br /> MOTION: It was m/s by Thorne/Olson to reintroduce and waive first reading of Ordinance No. 2133 <br /> approving the application of Greenbriar Homes Communities for Planned Unit Development (PUD) <br /> Rezoning and Development Plan approval, as filed under Case PUD-25.
