Waived full reading and adopted Resolution No. 15-805 authorizing the Mayor to execute <br /> Amendment One to the agreement between DERWA and the City of Pleasanton to provide <br /> recycled water treatment and delivery services <br /> Motion: It was m/s by Narum/Pentin to approve the Consent Calendar as submitted and as noted. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> MEETING OPEN TO THE PUBLIC <br /> 8. Small Business Saturday Proclamation <br /> Councilmember Brown read the proclamation and presented the proclamation. <br /> Economic Director Pamela Ott thanked the Council for acknowledging November 28th as Small <br /> Business Saturday as well as gave thanks to the community for supporting small business <br /> owners. The following expressed appreciation to the community for their continuing support; Scott <br /> Raty, President and CEO of Chamber of Commerce and Vic Malatesta, Chair of Pleasanton <br /> Downtown Association Board and Jim Paxton General Manager Hacienda. <br /> Major Thorne commented that there are 27 million small businesses in this U.S., representing <br /> approximately 60 percent of economic growth, which makes Small Business Saturday a special <br /> day. <br /> 9. Public Comment <br /> Carrie Cox, Pleasanton resident since 1982 and small business owner of Pleasanton since 1984 <br /> spoke about Johnson Drive Economic Development Zone. This project is to change zoning <br /> allowing the development of big retail stores such as Costco. Ms. Cox stated allowing such <br /> development would impact the growth of small businesses and the tax revenue gained from the <br /> retails stores would be offset by loss of revenue and jobs from existing small business owners. <br /> Ms. Cox requested that the City expand on their communication regarding this project to residents <br /> and business of regarding the magnitude of such a project as she believes that the residents and <br /> business owners are not aware of the impact such project will have on Johnson Drive <br /> Don Maday, Pleasanton small business owner stated he attended a meeting regarding the <br /> Johnson Drive project as well as reviewed the supplemental and environmental impact reports. <br /> He also asked that notices and information regarding the Johnson Drive project be sent to a much <br /> broader area. He requested that the city study the impacts on small businesses by adding club <br /> retail, such as Costco and that the city not continue with this project without traffic mitigation being <br /> in place as this project will create major traffic issues. <br /> Bill Wheeler, owner Black Tie Transportation on Johnson Drive, spoke about the SEIR for the <br /> Johnson Drive Economic Development Zone and asked City staff to consider some issues that <br /> City Council Minutes Page 2 of 14 November 17, 2015 <br />
