CITY OF PLEASANTON <br /> CITY COUNCIL <br /> REGULAR MEETING MINUTES <br /> November 17, 2015 <br /> Mayor Thorne called the regular meeting to order at the hour of 7:00 p.m. Councilmember Brown led <br /> the Pledge of Allegiance and provided introductory remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Absent: None <br /> CLOSED SESSION REPORT <br /> City Attorney Jonathan Lowell reported that the City Council met in Closed Session to discuss two <br /> items. Conference with Legal Counsel regarding Existing Litigation concerning Claimant Michael St. <br /> John and Conference with Labor Negotiators concerning Pleasanton City Employees' Association, and <br /> that Council took no reportable action. <br /> AGENDA AMENDMENTS <br /> City Manager Nelson Fialho noted two agenda modifications under Public Hearings and Other Matters; <br /> Update concerning item 11, Kottinger Gardens Project, and item 13, acceptance of the year-end <br /> financial report, both items will continue to the December 1st meeting. He also noted minor revision to <br /> the October 20th meeting minutes. <br /> CONSENT CALENDAR <br /> City Manager <br /> 1. Approved regular meeting minutes of October 6 and 20 (as revised), 2015 and regular and special <br /> minutes of November 3, 2015 <br /> 2. Adopted and waived full reading of Resolution No. 15-803 approving the proposed pay schedule <br /> and amendments to the Management and Confidential Employee Performance Compensation <br /> Plan <br /> Community Development <br /> 3. Actions of the Zoning Administrator and Planning Commission <br /> 4. Waived second reading and adopted Ordinance No. 2130 approving an amendment to the <br /> Pleasanton Municipal Code expanding design review authority to include the exterior of historic <br /> homes in residential zoning districts within the Downtown Specific Plan Area <br /> Economic Development <br /> 5. Waived second reading and adopted Ordinance No. 2131 approving amendments to Pleasanton <br /> Municipal Code Chapter 5.28 to clarify the BID boundaries and eliminate new business exemption <br /> Engineering <br />
