CITY OF PLEASANTON CITY COUNCIL REGULAR MEETING MINUTES November 17, 2015 Mayor Thorne called the regular meeting to order at the hour of 7:00 p.m. Councilmember Brown led the Pledge of Allegiance and provided introductory remarks. ROLL CALL Present: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne Absent: None CLOSED SESSION REPORT City Attorney Jonathan Lowell reported that the City Council met in Closed Session to discuss two items. Conference with Legal Counsel regarding Existing Litigation concerning Claimant Michael St. John and Conference with Labor Negotiators concerning Pleasanton City Employees' Association, and that Council took no reportable action. AGENDA AMENDMENTS City Manager Nelson Fialho noted two agenda modifications under Public Hearings and Other Matters; Update concerning item 11, Kottinger Gardens Project, and item 13, acceptance of the year-end financial report, both items will continue to the December 1st meeting. He also noted minor revision to the October 20th meeting minutes. CONSENT CALENDAR City Manager 1. Approved regular meeting minutes of October 6 and 20 (as revised), 2015 and regular and special minutes of November 3, 2015 2. Adopted and waived full reading of Resolution No. 15-803 approving the proposed pay schedule and amendments to the Management and Confidential Employee Performance Compensation Plan Community Development 3. Actions of the Zoning Administrator and Planning Commission 4. Waived second reading and adopted Ordinance No. 2130 approving an amendment to the Pleasanton Municipal Code expanding design review authority to include the exterior of historic homes in residential zoning districts within the Downtown Specific Plan Area Economic Development 5. Waived second reading and adopted Ordinance No. 2131 approving amendments to Pleasanton Municipal Code Chapter 5.28 to clarify the BID boundaries and eliminate new business exemption Engineering
