Traffic is already <br /> congested and adding this project will provide a bigger issue. Another area not addressed is <br /> 580/680. Currently, getting off and on these freeways are difficult and delays will only increase <br /> with the addition of any big box retailer such as Costco or Walmart. While Mr. Wheeler is all for <br /> adding a retail store in the proposed area, he feel that adding venues such as restaurants, stores, <br /> etc., would benefit the entire community. <br /> Allen Roberts spoke about the amount of "PP" discussion that will occur at the meeting. Mr. <br /> Roberts requested of the council to take appropriate steps to avoid future PP discussions by <br /> defining the guidelines for future projects at the start of a project rather than applying at the end of <br /> a project. He requested the city include defining bridges, which encompass mapping the <br /> remaining hillsides and obtaining public approval that slopes should include defining the meaning <br /> of 25 percent. <br /> Robin Barnes, small business owner, stated that he finds it interesting that the city presented a <br /> proclamation for small businesses, yet is planning to add a big box retail store such as Costco to <br /> the community. Mr. Barnes went on to state that small business owners have gone through some <br /> hardships but continue making Pleasanton a wonderful place to live and businesses' will be hurt <br /> by the addition of a big box retail store. <br /> Mayor Thorne stated that the Council is not allowed to discuss any happenings occurring on <br /> Johnson drive at the meeting and is unaware of any proposal for Costco to which Councilmember <br /> Brown stated that the Planning Commission just finished the public comment period for the <br /> environmental impact report on the EDZ and zone option that are reflected on the EDZ plan. One <br /> options does include club retail and Costco has expressed interest, but has not submitted an <br /> application. Councilmember Narum also stated that the decision to continue with this project has <br /> not been finalized as of yet and there will be a joint workshop meeting of the City Council and the <br /> Planning Commission to be held in January to review the comments received. If the EDZ is <br /> approved, the Commission will decide on whether or not to go with the subsequent uses that are <br /> currently authorized through the zoning, to just do design review or subject larger uses such as <br /> the club retail to a much more comprehensive application process. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 10. Continued from November 3, 2015 - Public Hearing: PUD-25, Greenbriar Homes/Lund Ranch <br /> II — Consider introduction of ordinances (1) approving a Planned Unit Development (PUD) <br /> Rezoning and Development Plan approval to construct 50 single-family, two story homes and <br /> related improvements on the approximately 194.7-acre Lund Ranch II property located at 1500 <br /> Lund Ranch Road at the end of Lund Ranch Road, and (2) Development Agreement to vest <br /> entitlements for the project; and approval of a resolution certifying the Final Environmental Impact <br /> Report (EIR) prepared for the project <br /> Assistant City Manager Brian Dolan presented the agenda report. The proposed site plan includes <br /> 48 single family homes ranging in size from 4,123 to 4,280 square feet and two estate lots to be <br /> located on Lund Ranch Road extension. This project would include one proposed street <br /> connection to Lund Ranch Road with no other connections to take place. Mr. Dolan noted the <br /> biggest issue that arose from this project is the road access, which currently includes only Lund <br /> Ranch Road. There are however, eight alternatives evaluated by the EIR, with four being more <br /> likely to be considered. The four include: (1) connecting to Lund Ranch Road as proposed, (2) <br /> connecting to both Lund Ranch Road and Sunset Creek Lane, (3) divide the project into two with <br /> 10 units connecting to Lund Ranch Road and 40 units connecting to Sunset Creek Lane, or (4) <br /> connecting only to Sunset Creek Lane. <br /> City Council Minutes Page 3 of 14 November 17, 2015 <br />
