ENVIRONMENTAL ASSESSMENT <br /> Pursuant to the California Environmental Quality Act (CEQA) Section 15061(b)(3), <br /> Review for Exemption, the proposed project is exempt from CEQA because it has been <br /> determined with certainty that the project would not have the potential for causing a <br /> significant effect on the environment. Therefore, no environmental document <br /> accompanies this report. <br /> CONCLUSION <br /> The project substantially complies with the policies and goals of the City's General Plan, <br /> Downtown Specific Plan, Downtown Design Guidelines, and the PMC. Staff believes <br /> that the proposal, including the request for General Plan and Downtown Specific Plan <br /> Amendments, is appropriate as the project is consistent with several policy goals in both <br /> documents and would introduce a new mixed-use project to a highly-visible parcel in the <br /> Downtown, introducing more activity, interest and vitality to the area. Staff feels that the <br /> building designs are attractive and that the architectural style, finish colors, and <br /> materials will complement the surrounding neighborhood.
