ENVIRONMENTAL ASSESSMENT
Pursuant to the California Environmental Quality Act (CEQA) Section 15061(b)(3),
Review for Exemption, the proposed project is exempt from CEQA because it has been
determined with certainty that the project would not have the potential for causing a
significant effect on the environment. Therefore, no environmental document
accompanies this report.
CONCLUSION
The project substantially complies with the policies and goals of the City's General Plan,
Downtown Specific Plan, Downtown Design Guidelines, and the PMC. Staff believes
that the proposal, including the request for General Plan and Downtown Specific Plan
Amendments, is appropriate as the project is consistent with several policy goals in both
documents and would introduce a new mixed-use project to a highly-visible parcel in the
Downtown, introducing more activity, interest and vitality to the area. Staff feels that the
building designs are attractive and that the architectural style, finish colors, and
materials will complement the surrounding neighborhood. The Planning Commission
concurred with staff and unanimously recommended approval to the City Council.
Submitted by: Fiscal Review: Approve by:
zoc______,:j
,, -:.-11/7N----
Gerry Beaudin Tina Olson Nelson Fialho
Director of Community Director of Finance City Manager
Development
Attachments:
1.
