Mr. Gerry Beaudin F E H R t P E E RS
November 9, 2015
term parking action items. As part of this task, we will review the City of Pleasanton Downtown
Specific Plan to identify supporting policies. Parking strategies that will be discussed include:
• Parking time limits
o Parking enforcement
o Designated employee parking
• Valet parking
• Parking pricing
• Wayfinding
• Marketing and outreach
o Parking demand management
• New technologies
• Permit parking
• Supporting infrastructure, including bicycle and pedestrian connectivity and increased transit
• Bicycle parking strategies, such bicycle corals, and valet parking for large events
o Public use of private parking
o Increased supply, including converting private lots to shared spaces, or constructing new
facilities
We will discuss the applicability of different measures with City staff and the Pleasanton Downtown
Association for implementation in the immediate future, near-term and long-term time horizons, with
the final set of strategies forming the basis for the Downtown Parking Strategy document.
Task 6—Demand Assessment
Fehr & Peers will create a shared parking model of the downtown area calibrated to the existing
observed parking demand (as documented by Hexagon in October 2015). This model will be
calibrated to October 2015 conditions and can be used to identify changes in parking demand due to
seasonal fluctuations with no land use changes, and can be used to project future parking demand
with potential land use changes. Data needs from the City include the square footage and use-type
for existing uses, and land use information for up to two future scenarios.
