BACKGROUND <br /> On October 21, 2014, the City Council approved the 2014 Cultural Plan which provides <br /> a framework of nine (9) goals and 36 strategies to assist the City with directing <br /> resources toward programming, facilities and for addressing future community art <br /> related needs over the next several years. <br /> As a result, the Civic Arts Commission reviewed and prioritized the goals and strategies, <br /> and determined that Goal 9, Strategy 9.1: "Consider reconstituting the Civic Arts <br /> Commission as the Arts and Cultural Commission to reflect the enhanced duties <br /> embodied in this plan and make appropriate revisions to the Municipal Code'; among <br /> their highest priorities. <br /> On March 17, 2015, the City Council adopted its Annual Work Plan for FY 2015/16 that <br /> included updating the Pleasanton Municipal Code Chapter 2.39, Civic Arts Commission, <br /> so that it would more accurately describe the current roles and responsibilities of the <br /> Civic Arts Commission. <br /> DISCUSSION <br /> Based on Goal 9 from the 2014 Cultural Plan, staff reviewed twelve (12) other agency's <br /> Municipal Codes regarding their respective Civic Arts Commissions and their related <br /> duties and memberships. They included both local and state agencies, as well as <br /> agencies in other states and regions. <br /> Based on the information that was received from the survey and the type of projects and <br /> initiatives that the Civic Arts Commission has worked on for the past 10 years, staff <br /> recommended the following changes to the Pleasanton Municipal Code Chapter 2.39, <br /> Civic Arts Commission: <br /> 2.39.020 Duties. <br /> ® Remove and replace items A. 1-6 with the following: <br /> A. The Civic Arts Commission shall have the power and duty to: <br /> 1. Act in an advisory capacity to the city council in all matters <br /> pertaining to the arts and culture of the City; <br /> 2. Recommend to the city council the adoption of such ordinances, <br /> rules and regulations as it may deem necessary for the <br /> administration and preservation of fine arts and performing arts; <br /> 3. Work cooperatively with City boards and commissions, City <br /> departments, and other public and private organizations in creating <br /> and promoting art and cultural programs and activities within the <br /> City; <br /> 4. Review and recommend grant funding to arts-related, non-profit <br /> organizations in the community that are providing additional non- <br /> competitive arts programming; <br /> 5. Serve as the art and culture ambassadors to the general public; <br /> 6. Advocate to the public about the City's arts programs and policies; <br /> Page 2 of 4 <br />
