BACKGROUND <br /> On May 1, 2012, the City Council approved the Planned Unit Development (PUD) <br /> development plan approving the construction of a mixed-use high-density <br /> residential/commercial development with a public park at the property located at the <br /> northern corner of Gibraltar Drive and Hacienda Drive (Attachment 2). The developer, <br /> Essex, formally BRE, will construct and dedicate the park property to the City. The City <br /> will be responsible for maintaining the park. <br /> The redesigned 0.58-acre public park is aligned with a future dedicated trail that will <br /> connect the housing project to its sister property located at the southeast corner of <br /> Owens Drive and Willow Road. The park will have a large grass area for activities and <br /> seasonal events, a playground for 2-5 year olds that will feature "natural" play elements, <br /> and another play area for older children, which has a faux rock with climbing play <br /> structure and a swing set. The park will also contain seating areas, barbeques, picnic <br /> areas, shade trees, and native, drought-tolerant planting throughout the park. <br /> Although the 2012 Planned Unit Development (PUD) Plan refers to the neighborhood <br /> park site as the "Essex 2 — Public Park (T)," the permanent name for the park has not <br /> been addressed. The Community Development Department has requested that the <br /> Parks and Recreation Commission conduct a public meeting and make a <br /> recommendation to the City Council for a permanent name for this future neighborhood <br /> park. Additionally, Courtesy Notices regarding this item were mailed to all addresses <br /> within 1,000' feet of the Essex 2 Planned Unit Development site. <br /> On April 20, 2004, Resolution 04-019, Revising Policies for Naming Parks, Recreation <br /> Facilities, and Other City-Owned Public Facilities (Attachment 1), was adopted by the <br /> City Council and is the most recent policy for naming park facilities. The policy calls for <br /> the Parks and Recreation Commission to hold a public meeting and submit its <br /> recommendation, along with all names considered, for final approval by the City <br /> Council. <br /> DISCUSSION <br /> On July 9, 2015, the Parks and Recreation Commission held a public meeting to <br /> consider several potential names for the neighborhood park to be constructed as part of <br /> the Essex 2 development. Staff also reviewed the "Criteria for Establishing Permanent <br /> Names for Parks, Recreation Facilities, or City-owned Public Facilities" (Section 3 of <br /> Resolution 04-019) with the Commission. As presented, Resolution 04-019 contains <br /> the criteria for establishing permanent names for parks, recreation facilities and other <br /> City-owned public facilities. <br /> As it pertains to the naming of neighborhood parks, the criteria are as follows: <br /> 1) The name should provide easy, recognizable reference for City residents and <br /> visitors. <br /> Page 2 of 3 <br />
