BACKGROUND <br /> As amended in February 2015, the City's GMP requires all new residential projects to <br /> obtain GMUAs for each new residential unit that would be constructed. Currently, <br /> common practice is that City Council reviews the requested unit allocations when taking <br /> action on a Planned Unit Development (PUD) project involving residential development. <br /> However, in some instances, residential projects were approved under the prior GMP, <br /> which included a "first come, first served" category that permitted issuance of GMUAs at <br /> a later date by staff, but prior to issuance of a building permit. In other instances, the <br /> Planning Commission or Zoning Administrator took action on a project but the project <br /> has not yet been issued GMUAs. In these instances, the GMP allows these requests for <br /> GMUAs to be approved by: (1) City Council; or (2) the Zoning Administrator (which may <br /> administratively approve up to 10 GMUAs per calendar year).' The GMP also allows <br /> City Council to grant the Zoning Administrator additional administrative GMUAs, on a <br /> calendar year basis, if a need is demonstrated. <br /> APPROVED PROJECTS SUMMARY I PENDING GMUA REQUESTS <br /> As mentioned, there are three previously approved projects, which collectively include a <br /> total of 13 new residential units, which did not obtain GMUAs during the approval <br /> process. The applicants for these projects have requested GMUAs, and below is a <br /> summary of each project: <br /> • P15-0486 — PUD-94, 5551 and 5561 Calico Lane and 1737 through 1761 Lynn <br /> Court. This PUD rezoning and development plan application was approved by the <br /> City Council in the summer of 2013; subsequently a final map was recorded to <br /> create the seven lot subdivision. There are seven vacant lots that require the <br /> requested GMUAs. The project is in the plan check process, and the GMUA request <br /> was filed in July 2015. <br /> • P15-0512 — Design Review, 4745 Augustine Street. This Design Review <br /> application was approved by the Planning Commission in September 2015. It <br /> includes preservation of an existing residential unit and construction of three new <br /> apartment units behind the existing residential unit. The three new apartment units <br /> require the requested GMUAs, and the GMUA application was filed in August 2015. <br /> • P15-0524 — (PUD-72, 4693 Augustine Street). This PUD rezoning and <br /> development plan was approved by City Council in October 2008 and subsequently <br /> a final map was recorded to create a six lot subdivision. There are three existing <br /> homes on the subject site that are to remain and three new homes to be constructed <br /> on the three remaining vacant lots. The three new homes require the requested <br /> GMUAs, and the GMUA application was filed in August 2015.
