6 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTONo <br /> October 6, 2015 <br /> Community Development <br /> Planning Division <br /> TITLE: REQUEST TO: (1) APPROVE 13 GROWTH MANAGEMENT UNIT <br /> ALLOCATIONS COMPRISING: SEVEN UNITS AT 5551 AND 5561 <br /> CALICO LANE AND 1737 THROUGH 1761 LYNN COURT (P15-0486), <br /> THREE UNITS AT 4745 AUGUSTINE STREET (P15-0512), AND THREE <br /> UNITS AT 4693 AUGUSTINE STREET (P15-0524); AND (2) INCREASE <br /> THE NUMBER OF DISCRETIONARY GROWTH MANAGEMENT UNIT <br /> ALLOCATIONS BY 15 UNITS FOR THE REMAINDER OF 2015 <br /> SUMMARY <br /> The City's Growth Management Program (GMP) (Attachment 3) requires all new <br /> residential projects to obtain Growth Management Unit Allocations (GMUAs) for each <br /> residential unit. Currently, there are three previously approved projects (two approved <br /> by Council and one by the Planning Commission), which collectively include a total of <br /> 13 new residential units. These three projects did not obtain GMUAs during their <br /> approval process, which is required prior to issuance of a building permit. The GMP <br /> allows GMUAs to be approved by City Council, or the Zoning Administrator may <br /> administratively approve up to 10 GMUAs per year. To date, the Zoning Administrator <br /> has administratively approved seven GMUAs in 2015, so the three remaining GMUAs <br /> would not be sufficient for the three previously approved projects comprising 13 <br /> residential units. <br /> Staff recommends that City Council approve GMUAs for the previously approved <br /> projects. Additionally, based on the anticipated remaining GMUA demand for the <br /> remainder of 2015, as documented in this report, staff requests City Council to authorize <br /> the Zoning Administrator the ability to grant an additional 15 GMUAs, increasing the <br /> discretionary capacity from 10 GMUAs to 25 GMUAs for 2015. These additional <br /> administrative GMUAs would typically be granted to smaller-scale, lower-density <br /> projects with reduced neighborhood and community impacts. <br /> RECOMMENDATION <br /> Staff recommends that City Council: <br /> 1. Approve a total of 13 GMUAs for Case Nos. P15-0486, P15-0512, and P15-0524; <br /> and <br /> 2. Approve an increase to the discretionary GMUAs from 10 units to 25 units for the <br /> remainder of 2015. <br /> FINANCIAL STATEMENT <br /> No fiscal impact to the City or public services is anticipated. <br />
