BACKGROUND <br /> In an ongoing effort to improve the efficiency of business processes, the City posted a <br /> RFP in search of a technology partner to bring a robust product based on industry best <br /> practices. The objective was to identify, select, and implement a proven public sector <br /> finance, payroll, human resources, and utility billing system to replace the City's existing <br /> stand-alone systems with a fully integrated, proven, state-of-the-art solution. <br /> On May 19, 2015, the City selected Tyler Technologies to implement Munis Enterprise <br /> Resource Planning Solution based on their experience, expertise, and qualifications. <br /> The initial implementation included the financial, payroll and human resources modules. <br /> Subsequent detailed review and testing of the utility billing module verified that it <br /> provides all of the current functionality required by the City as well as anticipated future <br /> needs driven by rapidly changing water conservation regulations, improvements in <br /> managing drought impacts with residents and the integration of an Advanced Metering <br /> Infrastructure solution. In addition, the utility billing module is specifically designed to <br /> integrate seamlessly with the recently adopted finance module of the ERP. <br /> Tyler Technologies headquartered in Plano, Texas, with a total revenue for 2014 of <br /> $493.1 million, has been providing information management solutions and services to <br /> local governments for 40 years. The company provides software and services to more <br /> than 11,000 local government offices throughout the United States. Tyler's Munis <br /> system is currently installed in over 50 public sector entities in California, including: <br /> • City of Richmond <br /> • City of Vista <br /> • City of Chino <br /> • City of Hayward <br /> • Town of Danville <br /> • City of Covina <br /> • City of Culver City <br /> • City of Tracy <br /> • City of Fremont <br /> • Marin County <br /> City staff spoke with Tyler's references, including some of the California cities listed, and <br /> Tyler was recommended by current public agency clients. <br /> DISCUSSION <br /> The recommended professional services agreement with Tyler Technologies includes <br /> the following: <br /> • Software installation and configuration <br /> • Implementation consulting <br /> • Training <br /> • Data Conversion <br /> • Documentation <br /> • Project Management <br /> • Software maintenance and support <br /> Page 2 of 3 <br />
